    Please approve EAD for all I-140 approved workers. I-140 approved means their cases have been thoroughly reviewed by USCIS and considered genuine. There are lots of people in this situation and while almost all other countries get EAD, only people from India (and may be China/Mexico) are suffering due to this. While a small percentage of people might have misused it for their spouses etc. that should be resolved by using better background checks and making everyone else suffer due to few rotten apples can not be the answer.

    What kind of immigration system is this. Folks who migrate from countries such as Srilanka get thier EAD/GC in few months without even paying one year tax where as Indian immigrants who are paying taxes for past so many years have to wait eons to get EAD/GC.

This will surely improve the economy in USA as these people will start investing in US - as they have some stability in their career. This will also help these highly skilled techies to work freely in any organization to provide their services and thus getting more profits to the Organization.

    Here is the mainly requesting for EAD with I-140 approved. 1. Free from employer exploitation. 2. I am taking all this pain just because he holds my approved I140 and I don?t want to change employer and go through labor and I140 process all over again, I can?t afford to lose my priority date. I just have no choice but go through this stress god only knows how many years until my PD becomes current! 3. EAD holders can plan to buy house in US, that will boost US economy. Please approved this EAD rule for all I-140 holders and eliminate the hassle of putting them under tremendous pressure and let them concentrate on their careers and life.

    There are so many restrictions for Highly Skilled Labor - at the least EAD for I140 approved candidates will take some of the restrictions away. Most of highly skilled labor contribute to economy and with negligible crime rate. Please grand EAD for I140 approved petitioners.

    Please grant EAD to all I-140 approved H1-B's who have completed 6+ years in the USA, regardless of what degree and from where they've completed. The reason I am asking, I've completed Masters from India, and Technical degree holders from India possess more knowledge and analytically they are very sound than the people have Masters STEM degree in USA. The percentage of people I've seen with the experience I can count on the people who hold Bachelors and Masters degree from India. Another Reason I am working as programmer from past 6+ Years here, but I cannot really get to the Dev Lead role and change the role due to Current I-140.My immigration Client manager and HR told me If I move to another role within the company itself, it will invalidate I-140 and also as per company policy they wont re apply for PERM and i-140 again. And many big organizations like Citigroup, Chase, Bank Of America and Fidelity, they wont file green card until the candidate reach the max number of years. So candidates like me actually waited too long for applying green card we've waited until the maximum year reached, and company filled Greencard in Premium process and got the I-140 approval, that case, candidate like me have recent I-140 priority date like 2014. But for the category we are in like Eb2 and Eb3, have to wait more than 7 to 20 years to get EAD. Until that time I cannot get any promotion and have to continue as a Software Engineer Role, with less salary for next 7 to 15 years. So kindly consider my request for providing EAD for all the I-140 approved H1B holders.

Most of the people, from last 6 years is looking such kind of rule so that they can go to their country and meet with family. I have seen so many people who are not going to their country even after death of parents, due to visa stamping issues. please understand and feel the pain of lots of parents/sisters/brother who are watching USA family only on Skype

    Okay, please revoke GC's for people who don't have STEM Degree from US Universities, these people who get GC's luckily in 2005's with that unexpected date inventory glitch, thru their employers in IT fields are now owners of Gas Stations/Restaurants instead working in respective fields and not serving purpose for which they were granted EAD's. Instead, allow people with US MS STEM Degree + Approved-140+ 6-Years of H1 validity as criteria to get eligible EAD's.

    I came to USA on June 2010 and working with #1 tech giant powering the cloud technology. I have my I-140 approved with priority date of 2012. I am at such a mercy from my employer and being in H1 has not allowed me to freely express my promotion and other things. This economy is highly turbulent and this keeps me and my family worried all through the year if there will be any layoff which can negate all the career which i have built working in USA. Please approved this EAD rule for all I-140 holders and eliminate the hassle of putting them under tremendous pressure and let them concentrate on their careers and life.

    EAD should be given to all approved i-140, because there are so many skilled people working in USA who are not able to continue their service due to the visa restrictions. Approved I-140 means USCIS has already reviewed their case and understood that they are needed this country.

    There is good side and bad side for the rule grant. I am a legit hard working H1B immigrant with I-140 approved for last 2 years and working for almost 8 yrs on my H1-B. Still I face uncertainty about my career progress as I get denied for better opportunities because of my immigration status. This rule will indeed help me look beyond current opportunity and progress in life while utilizing my full potential. Please don't delay in passing the rule to grant EADS for approved I-140 with grace period and followed by a green card. The rule should not be detered because of some miss use by the IT sector as mentioned above, but arrangements should be made to flush outhe the wrong use of such program. Once the rule is granted arrangements must be made in rule that allows the beneficiary of EAD to find other job in case of job loss and still keep the EAD status active. Having high hopes in Congress that it will change its 19th century immigration rule and be more advanced like Canada and Australia in granting naturalization to such high skilled immigrants.

    Please approve the EAD's for all approved I-140. If a person has worked on H1B for 5-6 years in the same industry, it proves he is skilled and his skills and expertise are in demand. A positive contribution by an individual in his field leads to positive contribution to the country's economy. Fear of misuse should not act as a deterrent to grant EAD. I strongly believe the rule to grant EAD can be formulated wisely to make the possibility of misuse negligible.

    Please approve the EAD's for all approved I-140 since it will be beneficial to the immigration workforce, especially from India. These are highly skilled people with engineering degrees, doctors and software experts. By objecting to the rule, it creates a sense of helplessness in these highly skilled people and a lot of them have decided to leave USA permanently. This is a loss to US economy. I oppose the proposed opposition to EAD for I-140. I am in support of granting EAD to the applicants who have I-140 approved.

    If person is under H1B status for more than 5-6 years or having approved 140 for more than 2 years, grant them unconditional EAD. Again when someone receives EAD under this new rule, do not affect their existing (H1-B) status, or else travelling outside U.S.A. without Advance Payroll will be difficult situation. What about grace period, if EAD or H1-B holder loses job? ? Please offer such people grace period of 60 days before they find another suitable job. And please do not keep CAP on how many times grace period will be granted. "Granting EAD for 140 approved cases is based on compelling conditions" - This statement is hurting great hopes, non-immigrant worker like me have from this I-140+EAD rule.     I140 EAD for residents on any US visa for more than 5 years will alleviate any doubts in this regard. If someone has been in H1b say for more than 5 years and he or she has filed a I140 approved it proves his mettle in this industry. By providing them an EAD it gives them more flexibility to port their jobs and build confidence in them to invest in USA. Investment could be buying a house , or investing in a business etc etc. Without that the 'legal' immigrant community is left on a hook and are living a nightmarish life. Please understand the ground realities here and do the right thing.

    I'm a high skilled immigrant on H1B. I came to USA in 2012. I was told by the immigration experts that I will be able to get Green Card in next 5 years if I work hard and give my best for this country. My company initiated my green card process after two years finally was able to get into the green card queue I'm told that I will have to wait another 10+ years based on the number of applicants in the queue from my country. During these years, if I loose my job, me and my family will have to leave the country in two weeks. Can you believe that is true? And, with this proposed rule if I loose my job, my family will have 60 days to leave USA! On the other hand, if I change my job during inbetween, I will have to restart my green card process all over from the square one (both PERM and I140) even with this new proposed rule. So, people like me is discouraged from changing jobs and is tied to the employer.Employer is treating High skilled engineers like Slave Also, for next 10+ years, I have no right to start any new business and I cannot take any break for any emergency or for my life events as in H1B we need to maintain Job and Paystubs. We are Frustrated and disappointed Please please give us EAD without any restrictions. We are DESERVED FOR EAD. Please do not treat High Skilled Immigrant as Illegal Immigrants. This is a modern day slavery, where people like me are tied to our employers, and the main beneficiaries of the system are attorneys and staffing firms. Though The President and The White House recognize this and requested USCIS/DHS to make the life of people like me a little less harder. That is what the proposed rule was supposed to do. But, unfortunately the rule making was hijacked and the proposed does not even solve a single issue.

Granting EAD to all I-140 approved immigrants or at least with relevant 6+ years experience in US on basis of W2 returns filed, it can mitigate the issue how US/Foreign IT companies exploit the fact that these highly skilled immigrants cannot switch jobs and underpay them. By giving these folks EAD, they will have job mobility and that will drive wages up. This will drive wages up for everyone in the US. More Tax revenue in the US as well.

    This rule RIN1615-AC05 was supposed to address president?s last year EO. However I am disheartened to see none of the promises are delivered. The rule doesn?t address key part of the President?s EO intentions: To free up people languishing in the H1b status for over a decade, change jobs, travel to home country. Unfortunately the proposed rule does not address these. All we are asking is a fair, rational immigration system. Unfortunately this rule fail to address any of the issues faced by skilled immigrant community. We request USCIS to use the same provisions under the law which allowed them to issue EADs to H4, OPT and DACA/DAPA and issue EADs to all the people with approved I140. Issue EAD to the people with approved LPR aka I140, after 180 days of approval of I140 issue parole travel documents, aka AP-Along with EAD so that they can travel to home country without any issues No requirement to restart the GC process. This alone deters 98% of the people from changing the job. No ?compelling circumstances?, This is completely useless and provides more avenues for exploitation, not relief.

    Please approve the EAD's for all approved I140 people if they already complete H1B 6yrs in US.. I did not understand how the petitioner understands the view of I 140 stage or GC process. Since most of I140 applicants would have start GC process after the H1B 4th/5th year , for Labor/I 140 approval it will take another 1-2 yrs So how come an H1B IT person will survive 5-6yrs in US with fake experience, please think logically!!!!

    This issue mainly talks about the Fake resumes/experience- but there are many genuine people who are having realtime experience and are not able to progress in their lives. EB2/EB3, w2 for atleast 5 years with I140 approved means they have the realtime experience and are not fake. They should be given a fair chance of getting the EAD. Otherwise, may people in this status are just holding to invest because of unknown status. Please consider providing them EAD.
