    H4 EAD is unconstitutional and illegal. For H1B there is a vetting process and 90 days of advertisement period to ensure American citizen participation. Whereas for H4 work visa nothing. H1B visa itself is a non-immigrant visa and the comments here in the post, where they want their spouse to work, to buy house and have kids, is rediculous. The best way to stop this nonsense is to send an email to your local Congress man or woman asking whether they support the notion to revoke the H4 EAD or not. If they don’t support this notion make sure you vote against them in the coming mid-term elections. Most of these H4 holders are working for corrupt Indian IT companies (like Wipro, Infosys and TCS) who are exploiting American citizen’s jobs and life. Every time I here from these visa beneficiaries how H4 visas and H1B is helping American economy, I have a question why don’t you go back help your own country’s economy. We do not need your charity, maybe you go Africa and help people in need there. Spread the word “Revoke H4 EAD or no votes in the mid term election 2018”.

    Your assumption that ALL work permits are used to get jobs based on fake resumes is baseless. I have a STEM degree from India and US. I entered on H4 and tried to convert to H1B for 6 years based on a genuine resume. No luck. I earned a US degree but still no luck. Finally landed a job on H4 EAD. My husband has a STEM degree and is working on H1B for past 10 years based on a genuine resume. If the USCIS is lagging behind on GC processing, they need to provide an alternative to allow job portability and also provide some relief to their beneficiaries who are stuck in limbo. These people would have already been permanent residents had the applications been processed in a timely manner. Would you rather have all these people go back to their country? They would be carrying the revenue out of the country. The appropriate way to fix this would be to grant and process GCs in a timely manner. Not providing EADs is NOT going to stop fake resumes from floating around. The background checks need to made stringent, site visits need to be scheduled, interviews need to be on site and skills must be tested during interview. Your views are merely based on prejudice, hatred and insecurity for LEGAL immigrants. H1B and H4 visa holders pay taxes towards YOUR country. Please tell me how this does not help the country's economy. Please focus more on improving your STEM skills. Indians are ready to work like dogs and ever ready to jump on calls at 2:00am , 3:00am even report to work at 4:00am if required. Now you cannot hold this against them. If you cannot do this, employers will find someone else to do this. The market is competitive and all companies are running the race. This is good for the country if you are able to look at the larger picture and a sign that a country is heading towards prosperity and moving ahead. What you suggest is taking the country backwards.     ANY program created to "on purpose" devalue or give an obvious disadvantage to American workers is discriminatory and should be revoked. What happened to encouraging and promoting Americans. Obama was insensitive from the beginning to American workers and did NOTHING to assist other than send jobs fleeing from the country and raising up other countries above his own. STEM and OPT were working just fine. Stop breaking working items and let's try fixing the really broken programs!

    FYI... I know US citizens of Indian origin and even GC holders who got a good IT job based on a FAKE resume. They had no experience in any field and not even a suitable degree for the position. 1. The US citizen got a full-time IT job with a reputed and well-known tax Employer. This person did not have EAD/ H1B/ etc. Is it ok if a GC holder or a US citizen acquires jobs this way??? This well known employer is at fault for NOT doing a thorough background check. 2. Similarly the GC holder also received an IT job with a reputed financial company as a contractor. The vendor who placed him cleared the interview for him merely as a formality and just asked him to start reporting to work from a particular date. The contracting company had contacts in the company's HR and also in the project where this person would be placed so this person could be shielded until he gets a hang of things. No EAD/ No immigrants involved. Does cancelling EAD resolve the situation??? The company and the consultant are responsible for this fraud. 3. Most of the times, the candidate doesn't even know how he is being marketed. I was on H4 for 6 years and tried to find a job/ an H1B sponsor. The first question I asked them was: Will you be tampering with my resume? If yes, I am not interested. As you can guess, I never ended up with an H1B job. I did receive a job on H4 EAD though it was a low salary job and not exactly the kind of job I was interested in. But I had to tough it out for 2 years to get some start to my career. I got a US degree and also did some IT certifications/ courses and landed an IT job I wanted based on GENUINE experience/ education. The changes need to be made to the background check process before issuing an H1B visa. The interviews should be held onsite and skills must be tested onsite (write code on spot/ test case/ etc). There should be site visits to the candidate location. There should be stringent laws for providing fake information on resume. Forging experience is in fact a criminal activity and should be dealt with in the same way. This way the candidate and the employer/ vendor, both are liable. FYI, the population who has applied for H4 EAD is negligible. Not all those who are eligible have even applied for EAD. The ones who did are having no luck finding a job due to the long career gap. The war should not be against EAD/ H1B/ immigrants. It should be against these consultants and ALL employers who do not do a thorough background check and do not interview candidates carefully. US citizens/ GC holders are also securing jobs based on fake experience. THIS PETITION IS BASED ON A FALSE CLAIM/ FALSE DATA/ FALSE FACTS.

    People with approved I-140s are mostly the ones who crossed 6 year period. They have contributed enough tax and to the economy and doing decent work. Otherwise they could not have survived. They should have atleast an EAD to get freed from this slave trade. Its a human right violation in a certain way, making people suffer by delaying their freedom of career choices. Fake resumes can be easily filtered and found if there are skilled managers.

    The fake resume concepts were suggested by some consulting companies. they did it deliberately for getting more employees in to their payroll and to earn money through them.And, now they complaining back saying "fake resume". And, to eradicate the fake resume, why can't some one do a clear background check & more screenings like tech interviews/ proof of employments /offer letters / visa copies ..what not?

    "Since there is no background verification for IT contracting" ... Instead of arguing whether you should grant or revoke EAD, why don't you setup a background verification process. All of the issues cited: whole line, cutting-line, experience, un-experience, fake job profile, will be obsolete if IT contracting or any other job per se has such controls in place.

    Set minimum standards.... perhaps give EAD to everyone with graduate degree from US, working in the US and paying taxes for 'n' number of years, commanding salary greater than say $100K etc. There are number of ways to ensure EAD is not being given to someone who has not proven his/her worth or someone who would not be a worthy worker without the EAD. REMEMBER, most, if not all, of these people are ALREADY HERE AND WORKING!

    EAD should be given to i140 approved and the reason I support this is because EAD will never be equavilent to Green Card or US Citizenship; EAD is only a freedom for people to take full time opportunities who have been taking contracting jobs since long. This population can never interfere with the jobs open to GC holders or US citizens. EAD will only enable them to settle in one place and take one job instead of shifting home and life during contracting opportunity.

    Please grant EAD to all approved I-140, i am working since 2005. There are many skilled people working in USA for many years waiting for EAD and GC. They honestly working for client and supporting USA economy. Try to help tax paid skilled workers who are working more than 10 years. I noticed there are people entering USA on Green Card lottery happy to work independent. Once every I-140 get EAD and GC they are able to work on W2 to client no gap between skilled labor and client. In this lot of tax generating to IRS and state tax. Most of the saving invest in USA instead of transfer to base country. I hope every one understand the problem and support to skilled IT workers who are waiting for EAD and Green Card many years.

    Please Stop granting EAD to spouses of J2/L2. They highly rob any other American of decent job opportunity. They hook up with their own community employer, having someone else take the interview, faking resume as 8 years while they actually have only about 2 years experience from home country and are now sitting idle at home, and then end up getting a job in IT contracting industry which easily gives them USD 5K per month. It's FRAUD !! Grant EAD to candidates who have approved I-140 & have exhausted their 6 years on H1B in US + 2 extensions have happened + have 6 years of experience in USA and 12 years of total experience + have been with the same employers for the last 5 years with no promotions + salary above 120k/ annum proving enough taxes have been paid to US Gov. This will get good candidates as full time to USA companies/corporate. Their spouses should be given EAD irrespective STEM degree as enough has been paid by them as TAXes already.

    Do not grant EAD for all I-140 holders, it is unfair to the people who have waited decade to stand in the line to received green card. Now people who just applied an year ago are eligible to get EAD by cutting the line and receiving the benefits that a citizen enjoys.

    Please remove compelling circumstance to give EAD for I-140 approved H-1B's. Hardly anyone will qualify for it. This doesn't give job portability. Please be fair to educated legal immigration process. It is expensive and tedious process for employers and employee to go through labor and I-140 approval repeatedly while waiting in line for priority date to become current. I have come across organizations that offered me employment and didn't want to go through immigration process just because of the complexity involved in it. These jobs are still vacant as no other qualified individual were found. This is going to halt the growth of the organization and will delay the processes. Waiting in line for more than 5 years with uncertainty. Very disappointed with this final rule. I hope that the group of people working on this rule will have some compassion towards legal, educated immigrants serving this nation and paying taxes.
