Dependents should not get EAD. There are instances where L2 gets full time or contracting position immediately landing to States and after getting EAD through their contacts in IT. There are many H-1B, residents and citizens available for the same or more skills. This not only affects H-1B holders but also affects other residents and citizen. If they really want job they should apply in H-1B quota. Also, its very easy for dependent EAD to get a job in IT, full time or contracting, but that makes it difficult for H-1B holders. Some companies are reluctant to take H-1B candidates because of paperwork even if that H-1B candidate is much more experienced than the dependent EAD. There are H-1B's working for more than 5 years and still don't have EAD because they are waiting on priority date. Suggestion - to provide EAD to H-1B who have completed atleast 5 years woking in US. -

There are many reasons why all legal non-immigrants should be awarded with EADs and Green Cards As fast as American Government Can. Economical Reason: As High salaried employees, 1. Paying more tax than any Average American Salaried. 2. Spending is high for Quality Living on Rental homes, Cars, House Hold Items, food and beverages. This leads to more money pumping into economy which creates more jobs. 3. All visa type holders do frequent travels to their home countries which is pumping more and more money into Air Transportation Business. 4. I am sure; there are many Visa Holders who are waiting to purchase own home due to these EAD and Green Card hindrances. I am sure at least 7 in 10 would want to buy home if they clear for at least EADs. You could have done this in 2010 at least so that, USA Economy could have boosted by now and it could have been in safe hands.(Why don?t you make a survey for the benefits of USA Economy for How many Non Immigrants want to buy home once they have EADs and GCs). There will be handful work for all Americans. There will not be any job insecurity. 5. As a family of wife and 2 kids I am spending at least 3500 dollars per month to lead and feed my family which is higher than and an American Average Salary. I ready to spend much more money Home loan if I get EAD or GC. I am sure this is will be the situation for all on H1 and L1 and other Visas. 6. Legal Non-immigrants are feeling insecure because of visa troubles and sending more dollars to their countries and that?s how USA is also losing more money to other countries. All non-immigrant workers need these dollars once they want to leave USA for good due to visa troubles. If all legal non-immigrants get rid of these visa troubles by getting EADs and GCs, they don?t send money to their countries. Instead, they will invest that money for their New Housing, New Business and cultural activities which are a Big, Big, Big boost to USA Economy. I heard that billions of dollars are sent to their countries every month. Just calculate how much dollars went out of USA from the past 20 years (Please make a survey). 7. More legal people, more economy and strong economy. Cultural Reason: 1. As America is also multi-cultural country, more ethnic people should be allowed, especially Indians and Chinese. 2. America is land of Opportunity to the world but not just for Americans. That?s how USA grown up to its status now as it is. 3. Americans must compete with the work how non Immigrants are doing. As World is globalized, Americans must realize, their talents must be upgraded and compete with other ethnic groups. 4. If you do not want other country people then you also do not want any product from other country which is making USA Isolated and incompetent from the Heart and Intellect. 5. Scrutiny of documents H1B candidates at cost of the candidates like myself will help. That can clearly distinguish Genuine candidates from fake Resumes. Photo ID, Date of entry records, Education records exist in documents with immigration but not implemented. Certain bad apples are doing harm of US more. I-140 for all is a good idea but prior to that cleaning of genuine candidates from fake would help US economy as well as genuine H1B candidates who are here for 10+ years and still waiting to lead a respectful live with peace.REPORT COMMENTS

Giving EAD to all i140 approved person will be a good step forward in the right direction due to following reason ? 1. It will stop employees exploitation by Employers as currently there is always a veiled threat from employers if employees quit they will revoke i140 and hence employee may not be able to port his date and need to start the GC process all over again 2. Employees are not able to switch employers and are forced to work many times in unfavorable conditions 3. Employees will not be waiting forever for EAD and hence can contribute to their potential in their day to day work 4. I140 EAD is good rule and it needs to be implemented, there are so many people who worked in foreign countries more than 6+yrs and having genuine Experience. In the above state ment some one is saying fake people will join by claiming 8+ yrs ect.. bla bla.. You can easily Identify a candidate he is having genuine Exp or Not, on the first day it self when the candidate joined the company, take his past exp letters and degree certificates and conduct background check with the candidate own expenses , in that way you can filter who is genuine and who is with fake exp. because of some sense less person saying not to implement it is nonsense. Think better way how to make the policy. Implementing this policy , it will make the companies to save lot of money instead of pumping the $ to foreign MNC's and making them rich. Implementing this rule will make the $ more stronger and stable. All the money that is earned by employees will be invested and will be spent in the same country , by this American Economy becomes more stronger than any nation. While the petitioner has best intentions at heart, law formulation cannot be dependent on or biased towards/against employment practices, atleast not in a free democratic country - USA. Approving EAD for I140 holders whether primary or beneficiaries of primary 1) will add to our service oriented economy 2) will allow legitimate workers to grow and we all know when individuals grow the society as a whole will grow. Not all I 140 holders have a fake resumes... Many have a genuine one. For some I 140 approved petitioners, Higher education like MBA is really needed. MBA can be made more valuable if the candidate does more international studies. When a I 140 candidate does MBA, they bring a-lot to table. Under current visa rules, doing international studies is next to impossible due to stringent visa rules and therefore USA is losing more if they dont allow this rule to be passed. I would agree that every single individual that has a 140 approved should not get an EAD. I'm amongst those who struggled hard to come to the United States to get a masters in information technology and management from Chicago. I worked in this nation on h1 alone for more than 7 years. Also worked in CPT and OPT.Yet I'm struggling with no stability , not planned on children and my spouse being away from me only for the sake of maintaining my visa and obtaining some kind of job stability. There are several others struggling with the same issue and we are made to lean on fake Indian staffing companies who make money out of such dirty business.There are thousands of fake resumes floating in the market and these days the genuine h1 workers are expected to work for 30$ To 35$an hour ( out of which the employers take a 15 $ cut) because the House wife's and spouses with no STEM degree or any kind of masters degree are ready to work for 35$ an hour having 9 yrs of fake experience on their resume . I have genuine experience in the United States along with a masters degree however I work with other ladies who have fake resumes with 8 to 10 yrs of experience! We are all in the same boat ! America is truly a great nation, I am an Indian and have lived and grew in middle eastern countries. I have to say that Americans and Indians are probably the most tolerant people amongst the world citizens. However I agree that America needs to grant EAD or green cards for truly legitimate people who have worked hard and preferably with masters in IT , computers , STEM And MBA degrees and not grant EADs to people who were on h1 for 2 yrs and also obtained thier EAD without even having an engineering or an MBA degree.
