i have been with the state for over 30 yrs YOU WANT TO SAVE BUDGET DO AWAY WITH BI-LINGUAL PAY you must be ENGLISH speaking in order to become employed WHY SHOULD A PERSON BE PAID FOR SPEAKING HIS OWN LANGUAGE AND FOR JUST STRAIGHT OUT PROVIDING CUSTOMER SERVICE think about the monies saved. THIS IS A FORM OF DECRIMINATION. NO POSITION/AND OR PERSON SHOULD BE ALLOWED TO ADVANCE BEFORE ANOTHER BASED ON LANGUAGE SKILL STATE POSTIONS MANDATE ENGLISH BE SPOKEN. IT IS DISCRIMINATION. NOT ONLY IS IT ELIMINATING THE MUST QUALIFIED APPLICANT. PEOPLE ARE BEING PAID TO SPEAK SPANISH, EVEN THOUGH THERE JOB DOES NOT REQUIRE IT MORE THAN 50% OF THE TIME. TO ME THIS IS WASTE, FRAUD AND ABUSE OF TAXPAYERS DOLLARS.REPORT COMMENTS

I am a Mental Health Therapist in Los Angeles, CA, and I could not agree with this petition more. I feel as though over 90% of available jobs in the field carry the requirement "Spanish Speaking is a must." Something needs to be done in order to address the issue on both sides; the consumers need to get services which benefit them, and the college graduates in debt need jobs. Unfortunately, Spanish is not a requirement in psychology programs. In my experience, a vast majority of "Spanish speaking" mental health workers are of Hispanic/Latino decent and did not need to learn learn Spanish as a second language. Many are born into Spanish speaking families, which gives them a TREMENDOUS advantage in the mental health job market.REPORT COMMENTS

I have witnessed claimant?s claim arbitrarily allocated to Spanish merely because their name is of Spanish origin. However, these claimants are either verse in both English and Spanish or just English. This is done strategically with the intent to drive up the demand for Spanish speaking representative. Spanish service is provided for claimant that CANNOT communicate in English ? given that Spanish is the largest language second to English in California and the U.S. However Spanish service is NOT provided to satisfy bilingual claimant?s preference. If preference is the case, than we should cater to everyone that prefers to speak in their mother or second tongue ? i.e. Mandarin , Cantonese, Russian, Luganda, Yoruba, Igbo, Serbo-Croatian, Bulgarian, Punjabi, Urdu, etc. It is absurd to require Spanish or any other language a job requirement outside of translating or interpreting. I wholeheartedly agree with this petition- I received a BSW and wanted to go into social work because I truly wanted to help people. I worked hard for my degree and have student loan debt. I see so many great jobs in my field(s) (i.e., healthcare human services) but bilingual is REQUIRED, and that's not right. I would love to work for programs like WIC and Head Start, but I lack the Spanish skills that are "a must" for these jobs (that's per actual job ads). While I could probably try to learn Spanish to increase my own marketability, I truly believe that I shouldn't have to. Not only are we catering to those who refuse to learn English (and why is Spanish the only bilingual requirement, ever) by ensuring we have their language available that are FREE to them, we are also giving those who speak Spanish as a first language and learned a decent amount of English the upper hand in this sector of a competitive job market. It's not right, and I am disappointed that this has been the main reason for my lack of a "good" job opportunity.REPORT COMMENTS

In healthcare/public health in California you don't get hired unless you speak Spanish, even though you are qualified, and in some cases more qualified than a Spanish speaker. Your application goes out of the window if Spanish is not listed on it. USA is a melting pot of languages, but the official language of this country is still English! It is discriminatory and unconstitutional to deny employment based on not being able to speak a language of the illegal immigrants that reside in CA and overload our healthcare system.REPORT COMMENTS

My family came from another country because they wanted a better life and more opportunities. They also had a process to go through before being allowed to come here. They needed to be able to speak, read and write English and be able to support a family. What is unacceptable with our country today is there are no standards anymore. Someone comes to our country and they are not expected to learn what is suppose to be our "countries" language. What we have done is lower our standards and made it acceptable to be ignorant and in the process reverse discriminated against our own people by allowing companies to seek applicants based on a language vs skills and experience. It's not only Spanish I am seeing but other languages also. I pray that action will be taken in this matter before we no longer have a national language.REPORT COMMENTS

I had applied for a job in healthcare. I received a call where the person asked if I spoke spanish. I said no and she said the job required that I be bilingual (spanish/english) to be specific. When I was born my doctor told my parents I would have developmental issues and to speak one language because my parents are bilingual. Now, I'm being discriminated for the fact that I have a hard time learning another language. This is ridiculous.REPORT COMMENTS
