I was a Foreign Service employee withe Dept. of State stationed in abroad for about 20 years. I had to pay into the local Government's social security system After coming to the US in 1997,I was employed with a land grant University for approximately 20 years. When I retired in 2016,and after processing my retirement papers withe the SSA, I was told that I will be entitled to only half of what I would normally receive from the SSA. I am disappointed that in spite of paying my dues, I still get short-changed.... -

I returned to teaching in 1999 and retired in 2007; I was unaware that by reentering the education field would lose the social security benefits I had accrued in my previous employment history. As a result I get 1/4th of my ss benefits and will lose30 40 % of my income as a widow. I would never have taken this position had Illinois made this info available to its teachers.REPORT COMMENTS

I am a retired National Guard technician and dual status military & civil service with 33 years in the system.The WEP LAW OF 1983 puts me in a 40% reduction status.The 8th circuit held that the these unique National Guard technicians requirements imposed on us should exception us from the WEP for work performed as a member of the uniformed services. As a California resident my teacher's pension was reduced by 50% upon the death of my domestic partner. In addition my social security is reducrd by %60. I cannot live on this amount in California. Only certain workers sre penalized for having worked ad a government employee while others receive huge dual ir triple pensions. Please repeal this unfair legislation. I, too, will not receive my spouse's Social Security benefits even though I worked for many years and paid into Social Security. It is because I worked as a teacher in my last years that I am being penalized by this legislation. My husband worked for nearly 50 years, and I will not be entitled to his Social Security. Please Repeal the Government pension offset Provision this is governmental theft from citizens of the United States who have paid Social Security for years and are collecting a meager pension form another source. What about those who were able to make other investments for retirement they are not penalized , as are Texas Teachers and Government workers. This should be retroactive to include all those who have paid Social Security and get a meager pension and start the day of the repeal. Many Texas Teachers and Assistant Teachers are under paid for the jobs they do or have done and look forward to retirement but it will never come because they have to work at other jobs for the remainder of their lives to put food on the table and keep a roof over their heads. Please support this bill to amend title II of the Social Security Act and repeal the Government Pension Offset(GPO) and Windfall Elimination Provisions (WEP). GPO and WEP unfairly, and only, penalize government employees whose social security pensions are reduced by two-thirds of their state pensions. This impacts teachers, police, firefighters, postal workers, civil servants, and state nurses. I would like to add to that list FARMERS. I worked at the ASCS office, measuring tobacco, Worked with the Soil Conservation Service, Worked at Murray Tile Company, in Lewisport, KY, Worked at Whirlpool Company in Evansville, IN., Served in the Army, Worked on Construction Building Harvey Aluminum, Worked in Construction of Willamette Paper Mill . both in Hancock Co., KY. After this I worked as a Rural Mail Carrier at the Hawesville, KY Post Office. By this time my wife and I had 2 of our 5 children. To make ends meet, and plan for the future, I also farmed a 45 acre farm, raising pigs, cattle, corn, hay and tobacco, which if you ask anyone is back breaking work. This farm life provided a lot of work to do, but not a lot of profit. I always believed that paying your taxes and Social Security would help us in our retirement years, while trying to give our children an education, and also help us contribute and participate in the lives of our 5 grandchildren. When I discovered the effects of the GPO/WEP laws. I could not believe that Congress could be so uncaring to pass a law penalizing the people who strives to make an honest living. It is not a tax it was a retirement account that was paid into by hard working Americans. My husband paid into it for 34 years and it is my understanding I won't be able to receive survivor benefits. They said: Plan ahead. I did. I worked for the Federal Government when we were not allowed to participate in paying Social Security taxes. I retired from Federal Government and went to work in the private sector paying Social Security taxes. I am asking for the repeal of the unfair Windfall Elimination Provision and the Government Pension provisions. I have worked for over 35 years in private employment and have paid into the Social Security system during all that time. Subsequently, I decided to change careers and become an educator, to give back to my community and help improve our society. I worked my way through undergraduate and post graduate programs to earn my degree and teaching credential. I paid into Social Security and should have a fair return. I should not be penalized because I am now a public employee. Others receive Social Security and a company pension. There is no offset because they receive two pensions. Why should I be penalized simply because I teach school in California? Due to the Windfall Elimination Provision, my total retirement income will be reduced. Because I chose to move from private employment to public employment I will receive less than I have earned. I worked my way through college as an .80-cent per hour busboy, then worked in an ice house for not much more while I attended the University of Minnesota night school, paying into Social Security all the way. I then went into the military (Navy) for over four more years, and after this time had accumulated well over 40 quarters. It was hard to believe that the government who set the 40 quarter minimum standard would go back on its word because I worked long enough to retire from federal service. I was shocked when I came to retirement and was told I would not receive what I should have earned in Social Security payments! Why are we penalizing teachers, police, firefighters, etc? I am one of those former civil servants affected by the windfall problem. I do not receive social security yet but at the current rate I would receive only about $250 per month instead of the $650 that the regular calculation would provide. This is a significant difference for me. I worked more than 40 quarters in my younger adult life before going to work for the City of San Jose, where I earned, and paid into, a pension. If my spouse, who receives social security already, dies, then that payment would also be affected even though that has nothing to do with my work history.REPORT COMMENTS

I am affected by both WEP and GPO . Despite my working other jobs to supplement my teacher' s salary and earn social security ,I am receiving only a fraction of what I should receive from social security. I should be receiving social security from my deceased husband also,but I am unable to collect due to the GPO. In addition my COLA from my teacher's pension has been frozen for the past few years. Consequently I continue to work in order to pay my bills . As the cost of living rises I get further behind . I thought I had prepared myself well to provide for my retirement years by getting a good education and working hard. Equality for all ? I think not!! How the WEP and GPO have not been repealed is a disgrace. I wonder how many members of Congress would repeal the WEP and GPO if they affected their spouses adversely. I'm widowed and retired from Head Start, because of SS offset I'm struggling to make my payments. My credit card bills keep going up because that's all I have left to buy a few groceries. I received a nine dollar increase in my pension Friday and today I received a form letter from SS stating I need to report all increases in my pension. Seriously I feel like Im under a microscope! So I guess they'll take $6 and leave me $3. How is this fair? I can see them taking action if I won the lotto, but $9? I'd be comfortable if the offset didn't take so much! I definitely support this bill. The Windfall Provision is extremely unfair penalizing so many retirees who have some sort of a government (city, town, public) pension. These government employees also worked under social security at some point in their life, earned their full 40 quarters , and are unable to collect their full social security amount. Over the years this adds up to a lot of money that all of us have not received due to this provision.
