    H.R. 218 allows us to carry off duty but we are not issued any form of police Credentials so we have to carry 5 pieces of paperwork SF-50 which shows we are police by title, our current 522 which is a firearms qualification, our badge and CaC card, we do alot of the same job that other police do but without all the equal treatment except our name on a the wall if we are killed. this would be a step in the right direction

    I am a Deputy Chief of Police for the US Navy and I am a 0083. Prior to this job I was a Sergeant for a City Police Agency in San Diego County. It is clear under State Law for Police Officers of the State where their Arrest Authority comes from but with-in DOD their is no Statutory Arrest Authority for a 0083 Police Officer over a Civilian criminal offender on a military installation. We have apprehension authority over a military member under Title 10 USC 807 but in all cases involving a civilian we do not have any true authority to make arrests oc a civlian. DOD would like you to believe if we got this Statutory Arrest Authority we would then go out in town and make arrests which is not true. With every law there is Department Policy to cover that law for the job. Department Policy would make it clear arrests would only be made at the installation we work. DOD would also try and make you think the Base Commander can delegate his or her Arrest Authority to us. That is not true. Under Title 10 USC 809 it is clear to say a Commanding Officer CANNOT DELEGATE their Arrrest Authority to anyone. Many civlians who are stopped by us and issued 1805 US Magistrate Violation Notices to appear in Court all think because we are uniformed police or investigators we must have this authority. This is why many of us are not sued in civil court. If the criminals really knew we do not have this authority to make a arrest they would be sueing us and we as a group of over 13,000 civilian police officers for the military would be held liable. Please help us and back us and become co-sponsors of HR-324. Thank You

    We could more efficiently do our jobs as "police officers" if we were allowed to have the same powers as our counterparts. We are police officers...not security guards.

    As a retired lead police officer at redstone arsenal alabama, I personally know how important this bill is, not only to the employees working there, but also to the base they are assigned. As we all know this would greatly assist the Sec. of Defense in moving police from one base to another if needed.

    We as civilian Police Officers for the Military deal with more crime than most of the other Federal Police Officers, But yet we are not consider Law Enforcement Officers. We had long since left just working the gates. We face the same danger as any other Police Officers and should have the same pay and authority as they do.

    Where I am a Dept. of Army Civilian Police Officer we deal mostly with civilians and few uniform service members. When we stop someone for DUI, possession, etc we have to depend on the local county Sheriff's Office to take case from us since we dont have a Magistrate or support from higher to proscute cases, not to mention that we are not looked at as "Law Enforcement Officers". Most of the time these cases get tossed out due to the local officer not wanting to take on a case that he was not initially involved with. As for as the Posse Commitatus Act, we (DACP) are not military - uniformed - soldiers and do not fall under this act. OPMG is a green suiter so he sees that his MP's fall under this act and since DACP are looked at as a "Military Police Mulitplier" in his eyes, we should fall under P.C.A.. Well, DACP gets their powers from Title 5 USC, which makes us civilian police and should be recognized as "Federal Law Enforcement Officers". PLEASE Support and Pass H.R. 324.

    As a DOD Police Officer, I am subject to all the dangers which are present to every local law enforcement officer however, through military bias we (Police) are told to release criminals on a daily basis, for them to walk the streets and possibly perform their acts on the public. We have even been told that we ARE NOT police officers, we are NSF (Naval Security Forces)(SECURITY) performing Law Enforcement operations. Our Naval Legal Department has even told us, once we have the ability to write 1805's, they (Legal) will decide which 1805 goes to the U.S. Megistrate Office. In my opinion, the arrest power would clear up a lot of issues with individual agencies. OPM should take a strong look at how the agencies are governing DOD Police Departments.

    February 02, 2011 Congressman Andy Harris 724 Longworth HOB Washington, DC 20515-1902 Congressman Andy Harris, I am writing to you today in regards to H.R. 324, to amend Title 10, United States Code, to provide police officers employed by the U.S. Department of Defense with the authority to execute warrants, make arrests, and carry firearms. This important piece of legislation has been introduced by Representative Bob Filner (D-Ca) on January 19, 2011 and is currently in the House Armed Services Committee. The current bill, H.R. 324, has been known by many names and has been introduced into every congressional session as far back as the 107th Congress and has never made it out of committee. It truly is an important piece of legislation and would greatly improve the safety and security of federal police officers (OPM Classification 0083) as well as the military members, veterans, civilians, Government Employees and contractors, U.S. Representatives, U.S. Senators, the Vice President and even the President of the United States who often visit and live on the bases of Naval District Washington which include the United States Naval Academy which houses the future of our Navy and Marine Corps, National Naval Medical Center which will soon be the Medical Center for all branches of service, Joint Base Anacostia which is home of the HMX-1, Washington Navy Yard where the Chief of Naval Operations lives, Naval Observatory where the Vice Presidents home is located, and this is to just name a few. As you can see we allot of high value targets to protect. According to The Office of Personal Management (OPM), there is a common misunderstood concept of who is considered a law enforcement officer (LEO) and what authority each agency is given. The federal statutory definition of ?law enforcement officer? was first defined in 1948 and has not kept pace with the evolution of today?s federal law enforcement agencies. In post 9/11 America, DOD police officers have assumed new duties critical to the war on terrorism. DOD police agencies, such as Department of Navy Police, that were once guard-like in nature now include highly-trained and specialized units, such as SWAT (SRT), bomb and narcotic canine teams, traffic enforcement squads, DUI enforcement squads, etc. Many DOD officers undergo much of the same accredited law enforcement academies as other LEOs or are former LEO?s of such agencies who currently posses the same authority H.R. 324 would provide to DOD officers. Currently, the inability to execute warrants posses an extreme risk to the citizens of D.C. Metro area on a daily basis. During the day to day operations of Naval District Washington bases, we are bombarded with individuals with various warrants issued by the States of Maryland, Virginia and D.C. These warrants range from minor misdemeanor warrants to violent felonious warrants. Upon confirmation of a warrant, our dispatch must notify the County or Municipal Police Departments in hopes that
