I retired from the United States Navy after 20 years of faithful service. I wanted to become a DOD Police Officer so that I could serve the men and women of the Armed Services in another capacity. I will openly admit it that crimes are being committed everyday. The Navy has an expert way to conceal crimes that may be detrimental to someone?s promotion potential and at the same time violating the victim?s constitutional rights. Although the DOD Police are recognized in the state of Illinois as peace officer. The Navy has already informed us that they do not recognize anything the states have to say in regards to us arresting anyone. Their stance is that we DO NOT have arrest authority because we (Navy) did not give it to you and that since our military supervisor (Commanding Officer) is held under the Law of Posse Comitatus than we (DOD Police) fall under the same act. It is imperative that H.R. 324 is passed because it is nothing worse than to tell a victim of Domestic Battery that since local authorities are too busy to respond, there is nothing we can do for you. Thank you,

This is long overdue. DOD police officers are as professionally trained as other federal LEO's, and incur the very same risks as any other law enforcement professional. If you want to know the extent of their capabilities, look no further than the homicide spree that took place at Fort Hood. Brave DOD officers serve their nation every day, but are not accorded the respect they deserve from the government that employs them. This is not the America of the 1950's; every other law enforcement agency in the USA has changed with the times, but DOD installation law enforcement policies are still the way they were conceived sixty years ago. I am proud of my service to my nation as a former DOD officer, now retired from a senior management position. If you do not support this initiative, I'd like to know why. Please pass H.R. 324.

As a DOD Police Officer, I am subject to all the dangers which are present to every local law enforcement officer however, through military bias we (Police) are told to release criminals on a daily basis, for them to walk the streets and possibly perform their acts on the public. We have even been told that we ARE NOT police officers, we are NSF (Naval Security Forces)(SECURITY) performing Law Enforcement operations. Our Naval Legal Department has even told us, once we have the ability to write 1805's, they (Legal) will decide which 1805 goes to the U.S. Megistrate Office. In my opinion, the arrest power would clear up a lot of issues with individual agencies. OPM should take a strong look at how the agencies are governing DOD Police Departments.

As a DoD "Police Officer" I put my life on the line every day I go to work knowing that the people that I protect and serve look at me as a "security guard" and not as a COP which makes the days very frustrating. DoD COPs need the support where it counts, from the top down. Unfortunately, without HR324 even our supervisors look at us as nothing more than guards.

I being a former US Pentagon Police Officer, 2001 Terror Attack First Responder and a 2002 DC Sniper Task Force Member, a County Police Officer for a suburb of DC and a State University Police Officer and now a US Army DA Civilian Police Officer know for fact that we the DA Police perform the same functions as do other covered Law Enforcement Officers from various Federal, State, County and Local Agencies. After the Ft. Hood incident it is paramount that Statutory powers of arrest be given to those Officers who Protect the Soldiers and their families who Protect this nation and its interests. Brothers and sisters it is time to provide equality across the board.

This is a public safety issue and the House Bill should pass! The Senate needs to introduce a sister Bill. See Senator Leahy for the language I provided to him for the Senate version!
