No dog should EVER LIVE A LIFE TETHERED 24/7 365 days a year, it is abuse especially in cold weather states, also applies to abuse by negligence starving beating etc. That isn't being a responsible pet owner. If you don't properly take care of an animal they should be arrested, it should be a felony. We all know people who abuse animals are abusive to women and children, and a danger to all of us! People who abuse animals need to held more accountable for their actions. Stronger laws with prison sentencing should be considered. Animals are helpless. Absolute disgust and anger is what I feel right now! Individuals who commit acts of cruelty to poor, sweet, unconditional loving animals MUST BE BROUGHT TO JUSTICE!!!!!!! People cannot keep getting away with such horrific acts of animal cruelty!! No more fines or slap on the wrists for this! No more with being sentenced to just a mere few months in jail! I volunteer at the local Humane Society Animal Shelter and it is a hard job that not many people can do, but the animals needs to be walked and played with and socialized so that they can be adoptable to a forever home. It is shameful how some of them come in and I have a hard time forgiving humanity after a day at the shelter taking care of the aftermath of cruelty and neglect.
