    As I know most of the Indians working from the consulting firms are abusing EB1C category even though they are NOT international managers but they are close to theirs managers. This should be stopped and it needs to be very very carefully reviewed case by case. Majority of them are illegal international damagers.

    EB2 India and EB2 China are suffering a lot with per country quota. one country can get any number of H1Bs but they can not GCs as we have limit for each country. so EB1 is misused to get GC faster.

    Eb1 green card abuse by cognizant,tata consultancy services, infosys and wipro, congress men need to be more educated on the fraud these companies are committing with immigration. Please check their applications , there are a lot of fraudulent activities happineing which are masked by circumventing the known loopholes. Make America great again by closing these loopholes.

    It is high time that the immigration rules be scrutinized and reforms made to close loopholes and stop the abuse that has been going on for years.EB1C is a very very easy to abuse path to permanent residency while the truly deserving and skilled people languish for years.It is a shame that while on one hand the EB1A and EB1B applicants have to work hard to prove their research and exceptional qualities , on the other hand a mere managerial job for just a yr is thought to be equivalent. This is not only an insult to the deserving scientists, researchers and techies but also to other professions.For example, physicians who do their residency and fellowship in US (who already prove their exceptional merit by cracking the extremely competitive exams and going through rigorous training) and continue on to practice and take care of the health and wellbeing of the american people are left to languish for years in EB2 category while some undeserving manager abuses the law to his self interest. I strongly agree with this petition and that the EB1C category should cease to exist or should be downgraded.We cannot reverse the abuse that has already been done for years but we can take immediate action to stop it from happening in the future.

    Indians always abuse anything they find that they can. Yes EB1C is being abused by India employer. I know personally some people who are not even manager in India and they were show as Manager and then got GC in less than 6 months.....

    Both me and wife has phds from a top us university, yet we are still waiting for our green card 8 years after graduation, the eb1c is unfair because there involves a lot of fraudulent conducts, need to investigate into this problem

    I totally agree with the petition. EB-1 category in general is for exceptional people in the field and should be treated such. Cognizant, TCS, Infosys, Wipro, HCL and CapeGemini (and other consulting firms) are violating the law of the land my misinterpreting (taking advantage of the loopholes) the law. I agree with the suggestions posted below to USA government: 1. They should audit last 10 years of EB1-A visa issued to such consulting companies. 2. They should emphasize on their educational background. 3. Find the violators and ask them to prove their EXCEPTIONAL EXPERIENCE as a GLOBAL MANAGER not on paper but with multiple interview process. 4. Compare such candidate?s credentials with existing candidates waiting in the queue (EB2, EB3) and decide on their EB1-A application.

    This is a fraud and USCIS needs to take the legal action on it. It is defeating the real purpose of EB1. These guys coming from CTS, Infosys, Wipro or HCL etc doesn't have required manegerial skill and they are really a ordinary workers who are just working on a low wages. Please look into this fruad and do the needfull.

    I have a Ph.D. in Physics with more than 10 years of research experience. I am still working on improving my credentials to qualify for EB1A or EB1B. On the other hand, it is very easy to qualify under EB1C. The scope for fraud is immense with the way EB1C is setup.

    The example given in this petition about Person A and Person B reads like a literal description of our lives in the USA. Masters from top notch school, worked in top notch field of national interest (to the USA), helped companies launch high tech products. However being classified as EB2 or EB3 have to wait upto a decade to be able to file for Employment Auth and a "green card". In this duration, we have helped build half a dozen companies, had 2.5 kids, bought a mortgage, poured hundreds of thousands of dollars into the Social Security and Medicare system without ever asking when we would be eligible to use these benefits. Then trots in the manager from a multinational company like Infosys, Wipro, TCS etc who could have been promoted outside the USA just in preparation to file for EB1C. They come in and get their permanent residences within months. It is excellent for their lives, however not fair to anyone who has paid the ultimate price - time. All we are saying is that the EB1C needs to be revisited to see if the applicants are really worth accelerating their position in the green card line over potentially more experienced and educated people waiting in the EB2 and EB3 lines.

    Please investigate previous Eb1C approved cases. As most of the EB1C approval in last two years from Cognizant Technology Services are based on manipulated designation within organization. They are doing some development work, but they have been given manager position, which is irrelevant for client. one example..
