    No Child Left Behind focused on using high stakes testing to hold schools accountable. As a result, dropout rates have increased, the achievement gap has stopped closing, and up to half of our U.S. schools or more have narrowed their curriculum. On top of that, many of the poorer students stuck in scripted-curriculum schools do not have physical education in the name of test preparation. The honorable Michelle Obama has made the call, as have others, for children to have at least 60 minutes of physical exercise each day, much of it being in school. How will this happen with testing abuse being so rampant? The idea that ?turn around schools? can save education is also rubbish. The schools that were supposed to be the model for the current Race to the Top proposal were shown to be a failure in Chicago. The Consortium on Chicago School research just reported that there was no significant impact on students who were transferred to these institutions. NCLB is a civil rights disaster, as evidenced by UCLA's latest report. Thus, we must look to reform our assessment program. We must begin to look at what successful countries like Finland and Japan are doing. Assessments are localized and are focused on QUALITATIVE results to determine student mastery. Also, teacher collaboration is the hub of what makes their schools successful. It is in these teacher learning foci that their curriculum is developed, experimented with, analyzed and improved. Their teachers are the experts and are respected enough to drive success. We must also start looking at other ways of judging overall school success. The WASC (Western Association of Schools and Colleges) program is very intense and forces schools to show all aspects of themselves. Through interviews and on site visits, schools are driven to design goals and missions for themselves and then showcase that they have achieved them. This creates innovation, transparency, and a variance in school type that can be appealing for many parents. Students are then looked at as wholesome human beings with something to offer than just a test score. Those things can be shown in these aspects: Identity ? Develop unique talents, gifts, interests, and abilities. Give my child a sense of self-worth, a person with confidence to be a special contributor to society. Inquiry ? Cultivate curiosity and the ability to ask important questions. Interaction ? Promote courtesy, caring, communication and cooperation. Initiative ? Foster self-directed learning, autonomy, self-confidence and will power. Imagination ? Nurture creativity in all of its many forms. Intuition ? Develop emotional intelligence, the sixth sense -- the ability to recognize truth with the heart as well as intellectually. Develop humility. Integrity ?     This bill is not appropriate for all teachers, especially not for Exceptional Student Education teachers, like myself and many others. We can not expect more testing to fix our kids and show ability levels and achievment. My students' achievements are measured by their attainment of life skills and self-help skills vital to helping them succeed through developing independent functioning. My students do not take FCAT and other standardized tests. We already expect them to show gains using the Florida Alterate Assessement test, which is done via observation. This bill is not the answer to showing EXCELLENT teacher's abilities and outrages me. PLEASE DO NOT support it and DO NOT let it pass.

    This should not even be an issue! Teachers should be one of the highest paying jobs! Without any teachers, there would be nothing. This will raise the percentage of drop outs! I would love to know what the senate is going to do if ALL teachers go on strike!

    Please help us stop Senate bill 6/ HB 7189 it will destroy education by forcing even more teaching to the test( the Fcat that is). this bill will and is forcing our teachers to leave the profession and is forcing college students to rethink their majors. I know I have spoken to many teachers and students and this is what they are saying. Our state ranks 8th in the country for education Why are we going to punish our teachers with this bill?? please help us to stop and rethink a better way to enhance education not crush it!!     My recommendations are to introduce a new Senate Bill called GO TO COLLEGE. Senate Bill Go to College proposes the following: 1. Pay families, not teachers for student learning gains. If students made learning gains based on a combination of assessments such as standardized tests scores, academic grades, and/or academic improvement, they would earn bonuses. These bonuses would be put into a college fund for each student. The state of Florida could earn interest on the money in the account until the student is ready to apply the funds to their college tuition. The student would have to use this funding for college tuition only within the ages of 18-23. If the money were not used, it would go back to the state. Schools would assist families in creating their GO TO COLLEGE account using their student ID and the state would deposit the money. 2. Teachers would be paid for teaching students not for standardized test score results. Teachers pay would be based on their evaluations. If teachers receive a satisfactory evaluation, they would receive their yearly Step raise and a cost of living raise. Teachers would increase their pay each year based on a Step system and a cost of living raise not on student performance. If teachers earned an unsatisfactory evaluation, they would not receive their yearly Step raise. Teachers who earn an unsatisfactory evaluation would be placed on a Teacher Improvement Plan (TIP) which would pair them up with a satisfactory teacher and provide them with teaching and behavioral assistance and strategies to improve. This plan would go into effect as soon as the teacher earned an unsatisfactory evaluation. The teacher would be given until the following evaluation to earn a satisfactory evaluation. If a teacher earned two consecutive unsatisfactory evaluations, he/she would be fired. Teachers with advanced degrees would earn additional supplements for advanced degrees held within their specific teaching field. The above proposed Senate Bill GO TO COLLEGE provides a solution to the education crises. It gives families incentives to help their children learn. Teachers would continue to work together, collaborate, and best meet the needs of the students. More students would increase academic achievement and become college bound. If teachers earned an unsatisfactory evaluation they would not earn a raise and could lose their job if they earn two consecutive unsatisfactory yearly evaluations. Teachers who hold advanced degrees within their field would be compensated for being educated at a higher level and rewarded for being the best of the best. ESE and general education students would continue to be placed with the best teacher to meet their needs. Students would be judged on a variety of academic improvements and not just standardized test scores such as the FCAT. I urge you to take my proposed Bill GO TO COLLEGE into serious consideration.     This bill is outrageous, teachers should not be blamed for students who are successful on certain assessments. The problems stem from all kinds of other outside sources that are not under the teacher's control. The teacher can only do so much, and cannot take all the children home, after school, it's the parent's responsibility and sadly , many parents just don't care, and if the parents don't care do you think the students care?

    In most professions, employees with advanced degrees or special training are compensated. With SB 6, a teachers' base salary will be the same regardless of higher degrees or National board Certification. What would motivate a teacher to improve their own education when they are measured by the performance of others. Most of the teachers I work with average 13-hour work days. If I included weekend hours, the average goes up. There is no compensation for the extra hours and teachers aren't expecting any, they just "do it"! If SB 6 passes, I see more teachers giving test after test and very little creative, differentiated instruction.
