Welfare keeps people down. It is not a way out of poverty but the ceiling one hits their head upon while trying to claw one's way out. Those that really need assistance are negatively affected by those that cheat the system. -

I believe that this should be a condition to receive public assistance. It's not fair that tax paying citizens should pay for drug habits. If these people are doing illegal drugs then it defeats the purpose of HELPING THE CHILDREN! It's bad enough that women are getting rewarded for having multiple children by men and both are incapable of taking care of the children. I say when they reach out a hand, give them a cup!
