Citizenship should not be automatic just because you were born within the borders the United States (or one of its territories), unless at least one of parent is already a citizen or if one of the parents becomes a citizens before the child reaches the age of majority. The expense of educating and caring for these children and their families is a burden on the American people. We should not be forced to use precious resources for people who refuse to become Americans but want to enjoy all the privileges of citizenship. If you want to come to this country, follow the proper procedures and we will welcome you with open arms. But to use an outdated loophole to circumvent the citizenship process should land you a one way ticket back to your parents country of origin.REPORT COMMENTS

Let's make sure that "legal" means they have been here for more than 3 months (the longest duration of the typical visitor or tourist visa). They cannot come here like many Chinese and Indians do to have a baby and then leave. At least one parent has to be legally working in the US, or is a Legalized / citizen. I have spent a fair amount of time in South America over the last 15 years and I routinely meet families in Ecuador, Peru, Chile and Argentina who excitedly point out which of their children are American citizens. These are the wealthy folks in these countries who live very well, it is a status symbol for them and one mother in Ecuador was in trouble with her family as she didn't get to the US "in time" as her 8 month pregnant cousin already had her ticket to Florida to buy "baby clothes" aka have her baby.REPORT COMMENTS

I know way too many Nigerian friends and friends of friends who come to give birth to the US They are usually well off Their kids can later attend a state University (my tax dollars are funding their financial aid package (yes they apply for financial aid since their parents don't file taxes here and no way to find out what their income is there) State U. are funded by tax payers I have been paying taxes for many years Yet these kids parents have paid ZERO but they get to benefit from the system as if their parents have paid US taxes. After 21 they will sponsor mom, dad, brothers, and sister. Who will pay for mom, dad's medical care once they get a green card and naturalize? Again the American Tax payer!
