This Burns Amendment added to a "have to sign" Bill was bogus from the beginning and a bad thing for wild horses. We need to repeal this bill and stop welfare ranchers from running our public ranges. All states could make more money by embracing the wild horses and other wildlife them to exterminate them. This amendment should be appealed / amended to restore the original intent of the 1971 WHBA.
