    It is a sad and horrific commentary on our law enforcement that a very large man with a gun is so ill-informed and ill-educated about dogs, that they automatically kill them. In my city (Kansas City), the police are infamous for shooting dogs immedately, for not wanting to "mess with" dogs, for wanting to kill and be done with it. A very few officers try to save or rescue a dog, but it should be the norm. What's more, when called out about this cruelty, police departments arrogantly retreat to the infamous Blue Line and clam up, saying "it was appropriate". Let's see, a 250 lb officer was "threatened" by an 8 month old puppy was barking at the threatening stranger who rushed in, but was not charging the officer. If there is a police officer who is so delicate that a barking dog will unnerve him, then that officer should be removed from the force! Imagine what he would do if a gun went off near him. Or fireworks. Or a bomb. He would panic. Good heavens, most 10 yr old kids know what will happen if they do rush into a yard in a threatening way -- and also know how to respond intelligently. Our police officers overall do not seem to have this same level of understanding or good sense. IT'S TIME TO QUIT KILLING COMPANION ANIMALS OUT OF IGNORANCE, ARROGANCE AND EXPEDIENCY. Make it MANDATORY that ALL officers receive training, so that none can make specious claims in the future that that an officer with a gun could only "defend" him/herself against a barking, non-charging dog by firing at point blank range. Having a gun is NOT an inherent right to use it any time they wish against an animal -- because it's easier than dealing with an animal OR with Animal Control (who they traditionally are at odds with).
