UNFORTUNATELY, I OWN IN THREE HOA'S AND THEY ARE ALL A MESS. HOA'S WERE CREATED TO LET THE HOMEOWNER HAVE A SAY IN RUNNING THEIR COMMUNITY. THE REALITY OF HOA'S HAS PROVEN TO ONLY PROVIDE INCOME TO OUTSIDE SOURCES WHO HAS THE CONTROLLING INTEREST IN RUNNING THESE COMMUNITIES. MOST BOARD OF DIRECTORS WORK A FULL TIME JOB AND LACK THE TIME REQUIRED TO RUN A BUSINESS, A HOA IS A BUSINESS, AND THEREFORE THE HIRED COMMUNITY MANAGER RUNS THE HOA AND ACTUALLY ARE THE BOSS. TWO OF THE HOA'S I OWN IN ARE NOT RUN IN THE BEST INTEREST OF THE COMMUNITY AND PRESENT SEVERAL PROBLEMS THAT THE AVERAGE HOMEOWNER DOES NOT HAVE A CLUE. BUT ONE HOA THAT I OWN IN HAS A BOARD OF DIRECTORS THAT IS THE WORST BOARD THAT I HAVE EVER SEEN, THEY HARASS THE VERY SAME PEOPLE THAT THEY ARE SUPPOSED TO REPRESENT AND SUPPOSE TO HAVE A FIDUCIARY RESPONSIBILITY TO. THEY FINE HOMEOWNERS UNNECESSARY, JUST TO HARASS THEM, ESPECIALLY IF YOU ARE A HOMEOWNER THAT FIGHTS BACK. THEY DISRESPECT THE COMMUNITY, THEY TALK DOWN TO THE HOMEOWNERS, THEY LIE, CHEAT, WITHHOLD COMMUNITY INFORMATION, VIOLATE ELECTIONS PROCEDRES, VIOLATE THE GOVERNING DOCUMENTS AND HAS MADE THE COMMUNITY THE LAUGHING STOCK FOR CONTRACTORS WHICH HAVE CONFIRMED THAT THE CONTRACTORS/COMMUNITY MANAGER CAN OVER CHARGE, OVER BUY, OVER SPEND, EXCLUDE MINORITIES FROM CONTRACTS. THIS BOARD ONLY ALLOWS PEOPLE TO SERVE ON THE BOARD THAT THEY CAN CONTROL AS A MATTER OF FACT MOST OF THE NEW BOARD/COMMITTEE MEMBERS ARE THE NEIGHBORS OF THE BOARD PRESIDENT. THIS BOARD THREATENS INDIVIDUALS BY PHONE, AND THREATENS HOMEOWNERS IN BOARD MEETINGS, THE GOVERNOR OF MARYLAND'S REPORT ON HOA'S VERIFIES THAT THERE ARE SERIOUS PROBLEMS WITH HOA'S AND CONDO'S. I DID SELL A NEW HOME IN MD LAST WEEK WITH 'NO HOA'. BUYER BEWARE BECAUSE IN APPROXIMATELY 10 YEARS, NO ONE WILL BE ABLE TO AFFORD YOUR HOME WITH THE EVER INCREASING APPROXIMATELY YEARLY FEES, THE MISHANDLING OF THE RESERVE ACCOUNTS, THE TRANSFERRING OF MONEY WITHOUT BOD KNOWLEDGE, ETC. HOA'S ARE A PURE MESS! OH... MANAGEMENT COMPANIES DID A GREAT JOB IN MAKING BOD HOMEOWNERS FEEL THAT THE MANAGEMENT COMPANIES WERE NEEDED TO INCREASE PROPERTY VALUES WELL IF THAT IS TRUE "COMPARE DC VALUES, WITH VERY FEW HOAS, TO MARYLAND VALUES.....THERE IS ABSOLUTELY NO COMPARISON! WE ARE SMARTER ENOUGH TO RUN OUR OWN COMMUNITY, WE DO NOT NEED TO SPEND HUNDRED OF THOUSANDS OF DOLLARS PAYING OUTSIDERS TO AFFORD TO LIVE OFF OF OUR BACKS! I live in Wisconsin and the HOA I am under is a dictatorship. The woman they have working at the office has daily meetings with her "minions" where they drink coffee and chit chat about the many "infractions" residents have done. Because they don't classify these "meetings" as such, they are getting away with having them. The Board members walk and drive around the neighborhoods spying by taking pictures and writing notes about what everyone is doing "wrong." Homeowners are told they cannot have window air conditioners, anything outside of their homes on their porches or yards (including children's toys and bikes), and sent warnings/infraction letters if they don't mow their lawns (even when the lawn doesn't need mowing). There are homeowners who have yards with nothing but growth, but they get away with this because it is all flowers, bushes, etc. They claim they demand the yards are mowed regularly (and kept no more than 2" high) because of rodents and other small creatures "moving in," yet these homeowners who have nothing but growth in their yards are given a green light to do as they please. There are houses in the association that use their large porches as storage for items, who have houses that are in complete disrepair (holes in siding, etc.) and they are not sent threatening letters, yet I am because I am in the process of replacing my siding and have sections that are missing... The "contract" that each homeowner signs has not been approved by the homeowners and when there are "elections," only about 10% of the residents vote. There should be a threshold as to how many people must vote in order for the "elections" to be legal. Every time there is an election, only residents that the current board want to be put into a Board seat are. There is no real vote. It's turned into a "Good ol' Boys Club." These institutions have too much power and it needs to be checked. No one should be allowed to have this kind of power, regardless of whether the homeowner has signed a contract. No homeowner should have to wake up each day knowing that they are being spied on. No homeowner should have to worry that today may be the day they get fined large sums of money (that most don't have) because they didn't follow a rule to the "T" that is listed in an outdated contract. I hope that my representative in Congress, Paul Ryan, sees the injustice that is inherent in an HOA and helps get a bill drafted to end the un-Constitutional practice of HOA's.REPORT COMMENTS

HOA's make a mockery of the traditional notion of "property". If you are the owner, you should have full control of your "property". Owners should be the kings and queens of their property. That's the very nature of owning property. HOA's shouldn't have the power to put liens on people's property and ultimately take their house by foreclosing on the lien, all in the name of keeping up home values. If your community is run by an HOA, I feel sorry for you. I would never buy a home run by an HOA again. Massive waste of money, time and effort. Makes you feel like you live in an apartment complex, but I never had any problems in apartments. We pay $2.00 for every $1.00 of actual expense to a Property Management company just to get letters of harassment. The board of directors exempt themselves from CC&Rs when it suits them. The only thing the HOA has been successful at is making neighbors despise each other. HOA is a great reason to not buy the property.REPORT COMMENTS

HOA's need to be completely eliminated. These organizations have been given way to much power that disputing them only gets you into more debt with them. I had an $85 mailbox painting assessment, they did indeed paint the box but in doing so painted the wrong house number on it. It caused me so much headache, I called and told them I needed it fixed immediately and as soon as they handled it I would submit my assessment fee for the service. They did fix it 8 months later, when I went to pay it was 1000.00, I tried to dispute this inflated cost and now I owe 3500 and they are threatening to foreclose on the lien they placed. Insane, they say pay or else, and the authority to do so,. The fee is so inflated It's extortion and there is no attorney involved, simply a collection companyREPORT COMMENTS
