Children are waiting entirely to long, especially when they are placed with loving foster parents who are more than willing to adopt them. This law is not honored in Louisiana. My adopted daughters waited over two years in foster care with little to no effort by their birth parents to work their case plan.REPORT COMMENTS

The system kept my son and daughter-in-law's foster daughter in limbo from December 2012 to August 2015, in violation of this law. The damage to her development caused by this insecurity was evident.
