    As a foster parent I've seen way to many cases of children waiting in the system for years while their parents get chance after chance to do better and yet never do. These children deserve better than this!

    By 15 out of 22 months there should be a pretty clear indication whether the case will move forward with reunification because birth parents have done what was expected and maintained it OR the case moves to TPR so adoption can happen.

    We have been trying to finalize a DSS adoption for a long time. The child has been in our care 3 of her 5 years of life. 11 months ago, the biological mom asked us to raise her. It took 8 months to actually relinquish and tpr. Now, we are waiting for a court date. too long. We have another child in foster care. He has been in care a full year with no clear permanency plan. We have had his sister for her entire life (8months). The parents have seen these children about 6 hours in a year. They just don't show up. I know the whole Idea is to make the biological family whole again. I also have been able to tell (9 out of 10 times) by 30 days if a child is going to be able to return to their parents. It does not take 2 or 3 years or more to substantially complete a plan. If a parent truly has the desire to succeed, they start the day after a child is EPC'd. Every time. I see it first hand. We truly have to stop erring on the side of the relative and do what is best for the child.

    I work with foster/adoptive families and am an adoptive parent myself. These children are being hurt by the system that is supposed to protect them. Trauma and attachment issues abound because their best interest is rarely the priority.
