USCIS and DOS changed the priority dates for categories all of sudden and this is causing financial and mental loss

Applying for a US green card is a traumatizing process for law abiding residents. I am being severely affected by this decision. I am a physician scientist and due to a reversal on the Visa Bulletin, I will not be able to bring in Grant money from NIH to my institution in time. This is going to severely jeopardize my career. Please consider honor the first October 2015 Visa Bulletin released on 9th Sep,2015. To add to the insult, I already paid more than 500 dollars in preparation to file for Adjustment of status based on Bulletin released on Sep 9. My priority date is on 12 2010 and i have cancelled My H1B visa stamping appoinment and flight ( non refundable) lost 600 and also spent 538 for medical tests and 1100 for lawyer fees. I urge USCIS to please remove our shackles from these type of employers who threatens employees and run their dominance at the cost of mental pressure and family issues.
