USCIS and DOS changed the priority dates for categories all of sudden and this is causing financial and mental loss

I am very much disappointed by the act of DHS & DOS about reversing visa bulletin for October which was already published on 9th September. Now Two dates introduced in fiscal year 2016(Oct bulletins). First date will be according to visa availability and second date introduced without any specific criteria. Why not think before introduce second date. No if explain what will be second date will be on what basis will work. Please bring previous Oct visa bulletin back and helpusREPORT COMMENTS

My priority date is on 12 2010 and i have cancelled My H1B visa stamping appoinment and flight ( non refundable) lost 600 and also spent 538 for medical tests and 1100 for lawyer fees. And i was two days sick bec of medicals spent 12 days to gather all required documents spent another 100 for shipment from another country for notarized birth certificates Hardwork and all money gone I kindly request to revert back the sep 25th revised bulletin to originally published bulletin on sep 9REPORT COMMENTS

Immigrants have suffred mental trauma, financial losses for Attorney fees and medical fees becuase of sudden change of date in October visa bulletin. Visa bulletin is issued to give advance notice to all party for preparation and has never changed in last 50 years.
