    I strongly insist EAD for I 140 approved skilled and professionals who are serving the country with there expertise, paying taxes, waiting patiently in legal immigration queue, exploited by employees yet have to live with a insecurity of loosing immigration status if they don't do what employers ask. Please allow highly skilled employees to change jobs with approved I 140 and not have to go through the steps of Labor and I140 again. This will make sure employers do not exploit I 140 approved employees with out hike as they know employee will not change job fearing they have to go through all the steps

    The current restrictions on H1B visa holders with approved I140 does not give the freedom to change employers. This takes away the ability to find better employment. Highly skilled workers are stuck with the employer till they get their EAD. Many times employers exploit the situation by withholding bonuses and hikes as they are guaranteed, employees will not change employer. Changing the conditions on I140 will allow H1B holders to change jobs and seek better employment opportunity. Also will give them the flexibility to travel to their home country with out having to go worrying about visa stamping. This type of certainty will encourage H1B visa holders to invest and buy property in USA,

    I strongly support the I-140 EAD rule. This is a great step forward to help millions of highly skilled immigrants who are in H1B status and stuck waiting for the Priority date to be current and therefore cannot change their jobs, get promoted or start their own companies. However, the current I-140 EAD Proposal in its current form is Limited and Restrictive. The I-140 EAD rule, which is intended to improve employment flexibility, fails to accomplish this goal due to the "Compelling Circumstances" Requirement. Due to this not many people will qualify. Unless these restrictive requirements are removed, the proposed I-140 EAD rule will not do any good and will be useless. An H1B holder who has an approved I-140 and waiting for more than a year for the priority date to be current should be granted unrestrictive EAD. This will enable highly skilled immigrants not only to start their own companies and create jobs but also provide them the real career progression, job portability and alleviate their career / job uncertainties due to which highly skilled immigrants currently find it very difficult to invest in real estate, provide good education to their kids. They will not be in uncertainties like - what happens if they lose their jobs. There are multiple examples of brilliant Skilled immigrants who were not able to start their companies in US and returned back to their home countries after the endless priority date wait and created billion dollar companies competing with US companies. Please prevent this from happening by providing unrestrictive EAD to those who have approved I-140 and waiting for more than a year for the priority date to be current.

    I am a masters degree holder from the US and am in the process of getting my I140 approved this year. The passing of this proposal will really help me and my wife and many others like us to make decisions about our careers and future plans without having to be bound by visa regulations. I strongly support the I140 EAD and AOS for Highly Skilled Immigrants and urge that this be pushed to the floor for consideration as soon as possible.

    I am a Masters degree holder from a recognized state university in US. I am in favor of I140 EAD and AOS for Highly Skilled Immigrants. I read many comments on people misusing EAD and other visas with fake experience resumes and contracting companies taking advantage and misusing existing EAD privileges. But people with valid experience and advanced degrees from United States are also held back due to the inability to file for AOS and get EAD even after getting I 140 approved. As few are opposing I140 EAD and AOS for Highly Skilled Immigrants due to some people exploiting with fake credentials/experience or contracting companies (outside or with in Unites States) stealing jobs by quoting lower price and proving low quality workers/out sourcing. I would like to request taking consideration for people who acquired advanced degree/s from United States and grant them I140 EAD and AOS. People with advanced degree/s from United States staying in United States will definitely boost the American economy. There won't be need to out source jobs if quality is at all in consideration. As most of the outsourced jobs are lacking quality. People with advanced degrees from United states have entrepreneurship mentality and they are more likely to start their own business in Unites States if they have a Green Card/permanent status and it would definitely create more job opportunities in United States. So I support I140 EAD and AOS for Highly Skilled Immigrants for H1B holders with Advanced degree/s from Unites States.

    I strongly support granting of I140 EAD and AOS for highly skilled immigrants. With the visa restrictions, employees in H1b(even with 1 140 approved) are being victims of lack of flexibility changing roles, jobs, career growth and take up new challenges. This acts as a big disadvantage, demotivation and causes immense stress. Employees in H1B suffer from the lack of ability to change employers even in case of unfavorable work environment. Even in case of a bad boss or if the employee sees a non agreeable management direction, an H1b employee doesn't have much freedom to act. Granting EAD and ability for AOS for highly skilled immigrants is equivalent to freedom for us.

I'm licensed health care professional working for a company that sponsored my h1b and GC now it is taken over by other company that want us do certain things that is against work ethics and we are licensed to serve people not to play with there life. Now, if we do not do what employer ask us to do we loose immigration status and other company has to start GC process all over again and if we do what they say we are putting our professional license at risk and is against work ethics. Its either we save our professional license that is our life or maintain legal immigration status, what do we do?

    It's really overwhelming when we see high school children working so hard ....having all grade A's, volunteering for community service hours every weekend and long vacations, getting a perfect SAT score so that they could get admitted in a well renowned undergrad university but when there applications are rejected as local candidates because they are not permanent residents or citizens or they don't even have EAD or Ssn despite of the fact that they are very deserving and have studied in US schools but still they are considered as foriegn students because of the long wait for ead .....please help those families who have high school going kids or who are applying to undergrad universities by granting ead....it would be of great help to those children.

    Its very frustrating to sit and wait for years for priority dates become current and get a EAD. We cant do anything prior to that, forced to live in rental properties and cant buy a house due to uncertainty. Nothing is sure, whole life depends on a calendar which seldom moves.

With I140 EAD in place and people eligible for changing jobs imagine the number of people that will break the shackles of contract jobs. So why should you by not allowing I140 EAD, allow unnecessary contract companies or consultancies to steal money that they don't work for and drive contract costs higher.     Sorry to mention this - but US immigration system is against its fore founders base philosophy - let hard working people blend in to help grow America. Current system will allow any people from any part of the world to get EAD quite quickly while the Indians / Chinese who contribute to the economy relatively higher than combined others, pay taxes for years, live peacefully and still go through this long painful period of " waiting visa". AT LEAST PROVIDE EAD TO I-140 HOLDERS SO THAT WE ARE NOT SUPPRESSED BY OUR CURRENT EMPLOYERS.

    Hi, Please grant EAD for all candidates who have their approved I-140. I am 100% sure that once everyone gets their EADs all candidates are going to buy house to settle down here so its directly going to improve the realestate market and also main point is: we are all tired with contract jobs - especially people with families can't change the jobs for every 6 months - its really tough - Please approve EAD for all who have their I-140 has been approved.

    Giving EAD for I140 approved employees is a win-win situation for Govt, employees, employers and economy. First, we should know that I140 is for the category of people with highly skilled. If government provides EAD for these people, they would certainly like to explore the option of finding better jobs, starting company of their own and provide employment to many. One IT job creates 8 indirect job which adds tax revenue to the govt and people spend money to improve economy. It bring stability and price appreciation to the real estate, more people like to buy and stay in that home for long term as their stay is confirmed for longer term. This would indirectly encourage family tourism and good for the economy again. Higher number of skilled talented professionals produce kids of good behavior, extra-ordinary talent and finally good citizens to the country. Countries which supported immigration are at the forefront of the development, US today is in the forefront, now is the time to take it to the next level.

    I140 EAD for residents on any US visa for more than 5 years will alleviate any doubts in this regard. If someone has been in H1b say for more than 5 years and he or she has filed a I140 approved it proves his mettle in this industry. By providing them an EAD it gives them more flexibility to port their jobs and build confidence in them to invest in USA. Investment could be buying a house , or investing in a business etc etc. Without that the 'legal' immigrant community is left on a hook and are living a nightmarish life. Please understand the ground realities here and do the right thing.

    skilled legal immigrants should be encouraged by approving a rule like this one as it at least makes things more flexible in relation to jobs where people are stuck in one place out of uncertainty with the GC processes.
