We have to zero out herds that are too small to be viable." If the horses are left alone, they will be genetically viable - problem solved - without spending hundreds of thousands of taxpayer dollars. THAT sounds like a lot more sensible, fiscally conservative plan to me. How about you? Which plan makes the most sense, saves the most money, and does not contain circular reasoning?
