This is the only humane solution to control animal population, and put an end to the needless suffering and slaughter of 3-4 MILLION dogs, cats, puppies and kittens in America every year. It is about time that all the irresponsible and ignorant pet owners were forced to do the right thing. I believe that breeders should be required to have permits for every litter of kittens or puppies that they are responsible for bringing into this overpopulated society, and be limited to one litter per year at the most! These permits should be strictly enforced, and those who chose to break the law should be arrested, heavily fined, and required to serve jail time. I feel that there should also be a nationwide registry for animal abusers/neglecters/ hoarders, including those that abandon their pets at shelters, on the streets and at previous residences. All domestic pets should be microchipped. The apathy toward animals in our great nation is pathetic and inexcusable! The slaughter needs to stop!
