Children are entitled to be cared for by individuals who have the intent to be parents. This is not defined by biology, but by intent. When biological parents choose or are unable to parent, permanency within a home with caregivers intent and able to do so, must be pursued after 12 months of children being in foster care, and finalized within 18 months.
