    It is absolutely vital that we close the loophole allowing horses to be shipped across the border for unregulated slaughter. The inhumane practice of horse slaughter is a primary contributor to horse theft and overbreeding. Stop the cruelty, stop the slaughter!

    We need laws requiring permits for horse breeding. This will decrease the number of unwanted horses and it will require folks to be more mindful before they breed.
