Dogs chained 24 hours a day and that is the only life that they know. Some lack any human interaction, except to be abused and mistreated. Local police and city governments are no help, because they do not care; out of sight out of mind. I sent documents to each of you; Senator Udall, Senator Bennet and Representative Tipton; only one of you responded, but no further action was taken at your level. Senator Gardner, you have been added to take part in this issue. We need you to be proactive in this matter and help to get something done to establish a detailed guide for pet owners. Former serial killers and psychopaths will tell you they started on animals and worked their way up to human torture. Abusing/killing/ torturing animals is not only horrible and wrong but can lead to more serious crimes in the future. Also, as human beings we hold our selves to the highest standards.
