I seriously think there should be a law that is passed that makes every dog or cat owner have to spay and neuter their pets, unless they have been officially approved to breed. The breeding has to be sanctified by the goverment though. Following the spaying and neutering then the dog has to wear a tag (like the tags that dogs get after they have been vaccinated against rabies). So that not all sorts of dog breeders freak out when a law is passed (because dog owners might suddenly let their dogs free because they don't want to deal with the cost of spaying and neutering) a certain year has to be set from when on all newly born dogs or cats have to be spayed or neutered at the appropriate ageREPORT COMMENTS
