People are not permitted to randomly reproduce on a moments encounter. Lets use common sense and logic, that the same applies to domestic pets. Enforce law on the books and amplify owners' responsibility. This is one of the few areas, I would like to see increased fee or taxes on pet ownership for a better pool of owners and fewer owner less and unproperly cared for pets. Most pet abusers are automatically high risk prospects for serious violent criminal activity towards other people, so felony punitve repurcussions should be of a higher level.REPORT COMMENTS

This law needs to be enacted to save the lives of the abused and/or abandoned pets in our society and exact harsh judgement on the people that abuse and neglect them. We have become a nation that has no regard for the lives of animals. It DOES go hand-in-hand with how we treat people. We need harsher laws/punishment for animal abuse'torture/killing. Animals are a part of the family and it does affect the family very much if their pet is not kept safe!! Animals help people with special needs, help find lost/deceased people, help detect illegal drugs, bombs, and even diseases. ALL animals need this help from you to ensure their safety and if anything happens to them the perpetrator will be brought to justice!! Please help them and be the leader of their cause--we have to be a leader in this and show other countries we care about all life--and we need to change life in the shelters---end GASSING, unnecessary killing because of illness and other that can be treated...we need to move to "no-kill" and give them a chance to have a good home.
