This abuse has been going on for far too long. The industry cannot police itself. The only way this abuse will stop is through the passage of this bill, HR1518/S1406, i.e. The PAST Act. The action devices must be eliminated as well as the HIO system. Causing this abuse should be a felony and incur stiffer penalties if the law is defied.
