    To keep stacks or pads as allowed by a bill written by Rep Blackburn serves only to allow continued soring and a way to hide the abuses. The NC State Fair is now considering not having padded horse classes in the 2015 show. Only 3 horses were shown in the WGC class at the 2014 Celebration when heretofore 10 to 12 entries were common. Former trainers are now saying that there is no way to get the horse to perform the artificial big lick gaits without soring. When attending the World Equestrien Games in 2010 I was not surprised and sufficiently embarrassed that the TWH or any representative of the padded show horse was allowed to exhibit because of the reputation of abuse. For the past 3 years the exhibiting horse at the annual University of Tennessee homecoming game has been a flat shod TWH and not the padded, big lick, artifically gaited representative of the breed. For all these reasons and those listed above it is time for you to support the PAST Act. The public and you as our legislators must support passage of the PAST Act.
