    We need stricter control of animal breeding PB and otherwise. Spay/neuter ordinances. Low cost. If you don't want it done...pay a yearly licensing fee. That money goes to low cost spay and neuters. NO MORE KILLING AS A WAY TO CONTROL THE OVER POPULATION OF ANIMALS. I am sick of paying taxes for others ignorance and irresponsible behavior to have them killed.
