My name is Pat Trevino and I am the founder of the Tejano Land Grant Movement. We are a grassroots movement made up of concerned citizens, most who are the heirs and descendants of the original grantees of Mexican and Spanish Land Grants. We have gathered together as a unified voice in an effort to seek compensation for the loss of lands and mineral rights. I ask your support in contacting the State of Texas and our President for assistance in this matter. Our Civil Rights and Constitutional Rights as American Citizens have been violated. In addition, we charge both the State of Texas and our Federal government for violation of International treaties and find them guilty of breaking international laws. The members of the Tejano Land Grant Movement are calling for accountability regarding the failed promises of the Guadalupe Hidalgo Treaty. We seek compensation for the theft of land formerly granted under Spanish and Mexican rule. Our ancestors became American after the Mexican American War when the signing of the Guadalupe Hidalgo Treaty was signed. Yet to this day we have to fight for what was stolen from us and prove that we are the American heirs of these Mexican and Spanish land grants. Our ancestors faced racial discrimination and were looked upon not as American citizens, but as Mexican Nationals. For these reasons our government failed to protect us. As a result we have been disenfranchised and lost millions of acres in land. We are American Citizens! Over 100 years of imposed laws prohibit us from laying claim to our lands and our mineral rights. These legal loop holes passed by the State of Texas made it easy for squatters and oil companies to keep our minerals and denied us a life free of poverty. In 1986 a new law was passed in which unclaimed monies escheat to the State Comptroller?s Office. When we see oil companies all around our land and drilling and pipelines around us we wonder; why we are not receiving any royalties? Why are we not getting paid rent? Why? Yet the State Comptroller?s Office would have us believe that there is no money for the heirs. I believe an investigation is needed to audit the State Comptroller?s public and private accounts. We are aware that it is the policy of the State of Texas to promote the amicable and non-judicial settlement of disputes involving, among other things, families. We are aware of alternative dispute resolution methods. While we recognize that the alternative dispute resolution may not be available to us at this point, and future litigation may be necessary in order to settle our land grant heir cases. We represent to you, the Courts and our country that we are attempting in good faith to resolve all monetary issues, immediately, by offering a ?Conditionally Structured Settlement? without further Court Intervention, without having to go before the the Court of International Settlement. We would want immediate cooperation with the State of Texas in working witREPORT COMMENTS
