    The California Coastal Commission has also recently done a thorough studies of the seismic blasting which is the same in nature as underwater detonations and it has been shown to cause severe deaths to most marine life and mammals. PG&E's recent application was unanimously denied. This precedent should be followed by NOAA and should also be a big reason in your decision to deny the Navy's application. Thank you so much for your attention to the comments and reviews in this matter.

    I write to express my opposition to this permit. To further allow the Navy to have an increase in incidental takes of Marine Mammals Incidental to Specified Activities; U.S. Navy Training and Testing Activities in the Atlantic Fleet Training and Testing Study Area The numbers of marine mammals the Navy plans to harm, harass, and kill are catastrophic in impact to all the species specified. It is without president to slaughter, maim, otherwise harm cetaceans and other sea life on this scale. The USA proposal that only permit applicants and permittee's would be allowed to file an administrative appeal of a permit decision is also unacceptable and is nothing less then an attempt to limit freedom of speech and withhold recourse to the democratic process. Formerly all interested parties have been allowed to appeal a permit decision. I am aware of the growing objections that many United States citizen's have and who find this objectionable. That the government under this administration would seek to limit their rights under the constitution; for what amounts to Naval war games is wholly without presidence. The loss of marine life is too great, the oceans with all the vastly diversified free-roaming life of Cetaceans, together with all the other life forms contained within them are not owned or vested to the determination of the USA. This permit seeks to fundamentally effect the balance of the worlds oceans and it's natural habit I wish therefore to demand that you do not award the navy this permit, which seeks to commit devastation which will have consequences well beyond the the USA oceanic jurisdiction. America needs to respect the world and in this instance oceans do not exists to facilitate it excesses.

    I am writing to firmly oppose this new permit allowing the Navy to have an increase in incidental takes in the: 2012 U.S. Navy Hawaii Southern California Training and Testing Activities (HSTT) The Navy is requesting authorization to take 38 marine mammal species by Level B harassment and 24 marine mammal species by Level A harassment or mortality. The numbers of marine mammals the Navy plans to harm, harass, and kill are unacceptable. In addition, your proposal that only permit applicants and permittees would be allowed to file an administrative appeal of a permit decision is also unacceptable.Formerly all interested parties have been allowed to appeal a permit decision. As a United States citizen and tax payer I find this again unacceptable that, "we the people" would lose our rights to speak up for whales, dolphins, seals and all the marine life that will be destroyed due to Naval war games. As a United States citizen and taxpayer I must insist you do not award the navy this permit.
