Hawaii and Southern California: I am writing to firmly oppose this new permit allowing the Navy to have an increase in incidental takes in the: 2012 U.S. Navy Hawaii Southern California Training and Testing Activities (HSTT) The Navy is requesting authorization to take 38 marine mammal species by Level B harassment and 24 marine mammal species by Level A harassment or mortality. The numbers of marine mammals the Navy plans to harm, harass, and kill are unacceptable. In addition, your proposal that only permit applicants and permittees would be allowed to file an administrative appeal of a permit decision is also unacceptable.Formerly all interested parties have been allowed to appeal a permit decision. As a United States citizen and tax payer I find this again unacceptable that, "we the people" would lose our rights to speak up for whales, dolphins, seals and all the marine life that will be destroyed due to Naval war games.
