To whom it may concern, I am writing to ask for your support of H.R.2254 Law Enforcement Officers Equity Act. I am currently a Police Sergeant with the Naval District of Washington Police at the United States Naval Academy in Annapolis and am also the chief shop steward for the fraternal order of police. As a DON police officer I am paid less and provided fewer benefits than my other federal LEO counter parts. I work 12 hour shifts away from home I deal with situations and threats the same as any police officer and even have overlapping jurisdiction with local law enforcement. This act not only provides myself and my fellow non covered LEO officer with better pay and benefits, but a better position to ask for improvements in work conditions, training and equipment because we are viewed as security and not given the tools to preform adequately in our postions. The purpose of this bill is equality and that's all we ask for so that we can better provide for our families and for our community. Thank your for your time and consideration. Respectfully, SGT. Aaron W Samchuck Naval District Washington Police Naval Support Activity Annapolis F.O.P. Chief Shop Steward NSAA

DoD Police Officers have to go through a basic law enforcement academy, maintain minimum hours of continuous training including firearms qualifications and requalifications, use of force, deadly force as well as other on-going and on-the-job training, and a probationary year field training review. Furthermore, DoD Officers conduct various duties such as campus police functions at military academies which require them to conduct duties in riot control functions and are the first ones on the line to respond to domestics, patrolling on dangerous waterways, responding to acts of terrorism on lands and waters governed by the DoD. Support the Homeland Security mission by providing emergency response to HAZMAT and natural disasters. Other officers serve as K9 handlers and provide services to the security of the nation to include protecting the President of the United States. They also provide assistance and training to other local agencies. Some officers also serve as wildlife/conservation officers and put themselves in harms way dealing with poachers and face constant risks/dangers with armed hunters or anglers on their own with back up support 30 minutes away or more. Other DoD Officers serve as Detectives and assist special agents within the DoD as well as interagecy support with local agencies. DoD officers face constant dangers and risks and still have yet to be given the same recognition and benefits as their fellow officers and agents within other federal agencies. Their recognition is long overdue and with recent cutbacks in positions this leads to officers having to work more hours and overtime in order to cover shifts that otherwise wouldn't be patrolled or cases not investigated in a timely manner placing the public at risk and the people's money being abused because cases and shifts potentially can't be covered due to low manning. Officers perform these duties without being granted the same pay and retirement as other agencies covered under the law enforcement availability pay/6C retirement and pay category. It should also be noted that some DoD firefighters are granted 6C retirements and pay which is a complete contradiction in rights and privileges. We need to give the recognition due to these officers who put their lives in harms way and support their families the way they deserve and which is consistent and fair to everyone.

All Federal Police officers including DOD police should have the LEO retirement plan. Federal Police Officers conduct law enforcement just like other police officers and should be allowed to retire after 20 years. These officers (dressed in Police uniforms w/police equipment) conduct traffic stops , respond to emergency and non-emergency calls (in marked police vehicles w/police sirens), place cuffs on subjects, issue magistrate citations, prepare police reports, handle evidence, attend court hearings, etc. (need I say more) THEY ARE POLICE OFFICERS and should be afforded the same LEO retirement plan as other police officers. The right decision was made on finally allowing all Federal LEO's to carry concealed. Now, let's make the right decision with all Federal LEO's having the ability to retire after 20 years of public service.

FPS is the only body in DHS that is armed and has the authority to make arrests and seizures, but doesn't have law enforcement retirement. FPS is provided marked uniforms, vehicles and offices that don the word "POLiCE", but FPS is not recognized as such. UNSAT! Equal pay for all!

All officers sacrifice and are in danger everyday. We should all be paid and have the same retirement.
