    As a PAP (prospective adoptive parent), the DOS feels some children are not truly abandoned and now considers the Nepali documents provided in good faith is unreliable thereby making all I600 petitions ?not clearly approvable?. Our primary objection is that there has been no fraud found in over 40 cases already reviewed. The very oppressive interpretation the DOS is applying to ?clearly approvable? are based on suspicion, not fact. The following are reasons provided by DOS and USCIS in a 10/5/10 conference call to PAPs. We feel there is no evidence to support the reasons and therefore request your immediate support to approve our children?s visa reviewed and approved immediately. #1: DOS Position: Embassy feels fraud is pervasive and appears throughout the system, 'from the beginning of the case when child brought to orphanage, the documents, all they way up thru the central district office." PAP Position: In over 40 visa petitions investigated or approved, no fraud was found #2 DOS Position: According to US Embassy Nepal, it is ?a huge concern? that almost all the children are coming from the same three orphanages when there are over 50 authorized orphanages in Nepal. PAP Position: This is not true. Our children come from over a minimum of 10-15 orphanages. #3 DOS Statement: The same policemen are involved in multiple cases which they find concerning. PAP Position: We fee this is misleading. In our informal polling, there are few children with the same police officer listed on documentation #4 DOS Statement: Different NGOs continue to find parents looking for their children PAP Position: No data has been provided ? which NGOs?, how many children? It is our understanding that of all the I604 cases investigated, no birth parents have been found. #5 DOS Statement: A UN study reported over 65 cases birth parents were found to be looking for their children. This means fraud is still in practice. PAP Position: This statement is misleading. It is based on a study conducted prior to 2008 and is no longer relevant to our cases

    Similar appeals were effective when our Nepali daughter's trip home was blocked in 2007. These children deserve to be with their families too.

    please help expidite this process! As a mother of 2 internationally adopted children - these delays only hurt the children who are waiting to be with their forever families - cut the red tape and let these families be together NOW!!!

    Please take immediate steps to bring these cases to conclusion based on the individual evidence of each case and reunite these children with their families. The true tragedy is that there are children who have been abandoned and who desparately need to be united with the loving families who are waiting for them in the U.S.
