The only people the current policy is benefitting is the Nepal economy as the parents who have signed adoption papers and are living in Nepal until the visas come through spend U.S. dollars over there while waiting. Don't change horses in mid-stream on these parents. -

These children did not ask to be born into poverty, but these wonderful people have adopted them and want to bring them home, where they belong.
