    CHIFF is essential. The Department of State is not trained nor equiped for child welfare issues. They do not represent US citizens when they are completing international adoptions, as our family personally learned almost three years ago. They are now a banding the families in process in the DRC. Permanency in homes, whether adoptive or foster should be the priority. Other cultures should also be respected and programs developed with those cultures in mind. The State Department should deal with things related to their role, letting USCIS handle citizenship of adopted children.
