Wrongful child support

My son is paying child support in Virginia for a child that stays with him that he has joint custody of and has been with him for almost a year.

My son has joint custody of his 14 year old son that has been living exclusively with him for over a year. He also has a 4 year old son that lives with him. He has a job but is constantly struggling just to be able to feed them, because the State of Virginia is taking child support from him for the son that stays with him and for his daughter that is with her mother. He can't afford a lawyer, because he has to get help just to feed and keep a roof over the children. Neither he nor his ex wife, who is remarried, lives in Virginia. He has been back and forward submitting all types of paperwork since July of 2014, and they keep telling him that they will stop taking out the payments, but they have not. His ex wife and her new husband moved from Virginia and live out west now. This type of abuse needs to stop. The State is taking money from parents who are trying to provide for their children and making it impossible for them to even food their children. These laws do not help the children, but cripple families. This should be illegal for them to take out money for a child that lives with him. They should be required to refund all of the money that was taken since his son has been living with him.
