We the people hereby do find the War Powers Resolution to be not valid according to article IV of the constitution of the United States of America as the decision framework for the introduction of the United States Armed Forces in the abscense of a declaration of war places undue and unjust psychic cost to the civilian labor force the governing body taxes affecting the citizen across state lines.

The responsiveness and tactical capability of the United States Armed Forces certainly as of the date October thirteen of the year two thousand eleven renders the 48 hour duration of presidential prudence a period giving the executive branch excessive power and authority in matters both foreign and domestic.

We insist that the duration set by 4(a)(3) be ammended and the duration of 48 hours be reduced to a period from 36 minutes to at most 8 hours to be decided by the Congress on January 31st, 2012. Furthermore, we insist that Section 5(a) be amended and that congress must convene within ninety minutes regardless of the state of adjournment and location of its members by means of a fully secure and fully observable on-line hall in order that congress may consider the report and take appropriate action pursuant to section 5. Further still, we insist that Section 5(b) be amended and the number of calendar days be reduced to three and such three-day period shall be extended for not more than an additional fifteen days if the President determines and certifies to the Congress in writing that unavoidable military necessity respecting the safety of United States Armed Forces requires the continued use of such armed forces in the course of bringing about a prompt removal of such forces.
