VA issues related to dbrfc and hostile work environment in violation of federal law

The veterans affairs had not made a good faith att to comply with federal law prohibiting disability discrimination of veteran and racial black 18 title usc 241,242,245,248,14141. I imagine veterans affairs believe they are kings about the law for personal acts towards some people that were malicious or showed reckless indifference to my federal protected rights . VA did not exercise reasonable care to prevent or correct the dbrfc and others doing these illegal acts on personal act motivation,hostile environment
