I, Calvin Ray Cobbs Sr., state with the best of my knowledge, that for the true simple fact that, as a Veteran of the United States Army, I, have greater success managing, in a shelter and I’m having to advocate for myself to move on to proper housing, due to the criminal activity of the Department of Veterans Affairs, being the soul reason for Mr. Cobbs, being homeless, and that:

The Homeless Bill of Rights
(Homeless Person's Bill of Rights and Acts of Living bill) refers to legislation protecting the civil and human rights of homeless people. These laws affirm that homeless people have equal rights to medical care, free speech, free movement, and privacy. A Homeless Bill of Rights has become law in Illinois.

Power in Homeless Shelter Staff-Client Interactions: Influence on Length of Stay

The problem was that, as a course of conduct, on 10/21/2021 the Julian Hotel homeless shelter staff and Moore security services personnel,

(i) harassed, intimidated, and mentally and verbally abused homeless client (Calvin Ray Cobbs Sr)
(ii) as defined in the state’s legal statutes—administratively Julian Hotel staff and security neglected client (Calvin Ray Cobbs Sr) on 10/21/2021 by failing to comply with organizational and federal policies et, al.

Conversely, Mr. Cobbs, perceive an imbalance of power, between himself and the Department of
Veterans Affairs, and the Department of Veterans Affairs, VA corrupted employees, Who
want Mr., Cobbs, to be afraid to challenge the VA employees who fail to advocate for him.

Nonetheless, the Department of Veterans Affairs literature is void of self-advocacy while
Mr., Cobbs, as of 09/15/2021 is experiencing homelessness, residing in a homeless shelter.

Shelter staff, with informational power possess the information that Mr. Cobbs, do not have
access to and is unknown to Mr. Cobbs, but is needed to produce a positive outcome for client
(Calvin Ray Cobbs Sr).

Power lies in the staff’s ability to control if, when, how much, and how
accurately the information will be shared with the client (Calvin Ray Cobbs Sr).

As a result of Mr. Cobbs, gaining the new knowledge on 10/18/2021 and 10/19/2021 about the
Department of Veterans Affairs, misleading information, misrepresentation, falsified information,
and untrue statements, made pert phone conversation with a shelter staff member and now the
client Mr. Cobbs, internalizes the new perspective and change in behavior and independently
applies that change in future decision-making without continued guidance from the staff.

Mr. Cobbs, states that, expert power parallels informational power. And information was incorrectly
given and to Mr. Cobbs, on 10/18/2021 however, client Mr. Cobbs, behave according to the
information received out of a belief that the shelter staff knows best, but not because they
understand or internalize a change in Mr. Cobbs attitude.

Mr. Cobbs, States that, shelter staff, with referent power possess the ability to inspire clients such that,
Client (Calvin Ray Cobbs Sr), view them as a model, to follow, until the truth of the real matter came out.

Mr. Cobbs, see that power also entails the shelter staff’s use anything that is
undesirable to the resident Conversely, coercive power employs threats, punishment, negative
consequences, undesirable conditions, and even personal disapproval to force residents to conform
to an influence attempt of said provoked misbehavior.

However, with both reward and coercive power, the change in a client (Calvin Ray Cobbs Sr) behavior
remains dependent upon receiving the continued abuse of power, from the shelter staff.

The client Mr. Cobbs, does not internalize any new perspective or attitude that will prompt the behavior
Independently.

Legitimate power includes legitimate position power and legitimate power of responsibility and
dependence Legitimate position power encompasses a social norm and accepted hierarchical right for
staff to require clients to accept or obey their demands and the clients’ obligation to comply simply
because the staff is in a superior position over the client, using abuse of power and authority.

On the other hand, legitimate power of responsibility and dependence – the power of the
powerless necessitates that shelter staff have the social responsibility to help clients who depend
upon them for help because they are unable to help themselves, Mr. Cobbs.
