The 15th Amendment was enacted to monitor and govern the use of voting sanctions allowed by the 14th Amendment. The 15th Amendment prohibits further restrictions of the right to vote, once servitude has ended. No person is to go without rights, be subject to unequal treatment, and continous jeopardy after paying a debt to society. In the occurrence of recidivism and pattern criminal behavior, it is still to be viewed on the principle of background by background basis, such as case by case, where the rehabilitated have become law abiding and are always allowed upon earning/hard work redemption and restoration guaranteed by the 15th Amendment. Immediate return of all rights upon completion of sentence is the true law. An alternative of 7 years of law abiding living modeled after the 7 year passage of time for automatic debt release is potentially effective.
