SUPPORT Bill S386 save immigrant's

I have been working in us for past 4 years. And I have valid approved petition and but i don't have stamped visa. Due to this I couldn't travel even incase of emergency l. But my I 140 approved 1 year back. Can you please help in clearing green card issues
