Strengthening the Digital Labor Force: A Voice for U.S. Freelancers

In today’s rapidly evolving digital landscape, freelancing has become a fundamental part of the American workforce. Millions of independent professionals—spanning developers, designers, marketers, writers, and more—are driving innovation and delivering critical services across nearly every industry. Their flexibility and entrepreneurial spirit are reshaping how work gets done.

However, while their impact is undeniable, the systems designed to support workers have failed to adapt. Freelancers frequently encounter delayed or missing payments, unstable income, and limited or no access to essential benefits such as healthcare, retirement plans, and legal recourse. When disputes arise, many are left navigating complex situations alone, without the protections that traditional employees receive.

This imbalance puts independent workers at risk and weakens the overall economy. Continuing to treat freelancers as an afterthought in labor and policy discussions threatens the sustainability of a workforce that is increasingly central to economic progress.

Freelancers are not hobbyists or side-hustlers—they are skilled professionals who deserve to be treated accordingly.

We call on lawmakers to:

Enact legislation that guarantees timely payment and enforces accountability in freelancer contracts;

Establish portable, adaptable benefit structures that reflect the fluid nature of independent work;

Ensure freelancers have access to fair and affordable legal avenues when conflicts occur;

Integrate freelancers explicitly into labor, tax, and economic frameworks, recognizing them as a vital, protected category of workers.

It’s time for policies that reflect the realities of modern work. Freelancers deserve fairness, security, and representation—not just acknowledgment, but action.
