Stop the violation of nurses rights

I feel that this is a violation of a nurses rights. If a nurse has never been in trouble in their life and doesn’t have. Drug and alcohol problem they should not have to do this program. For example someone who had a drink and got in trouble for a DUI and had no prior criminal background should not be held to the same level as a nurse who stole narcotics or has a serious drug or alcohol problem.
