stop the Part D penalty for break in coverage

I have been disabled and on SSD for years. I originally became disabled from a brain injury and auto immune conditions in 2006. I suffered from them for years while working. I had to stop working in 2003. I lived on my lump sum pay out from my job that I worked 26 years at while waiting for SSD to start. I did not take a lot of prescriptions then. I purchased the Part D because I wasn't aware that if I stopped and restarted I would have to pay a penalty for every month I did not keep Part D plus pay the Part D premium cost. (Hence I've had serious brain injury from when I was a teenager from a car accident.) I have a lot of health issues now and I am 100% disabled. I take many prescriptions now and could really use the Part D coverage, but I can't afford the insurance plus the penalty every month. I think this is absurd! Please get the penalty removed so that I can have the benefit of one of my SSD benefits.
