stop the abuse of animals by stiffer penalties

please help our animals from such horrific abuse by humans that don't care we need stiffer laws please it is so heartbreaking when u see dogs dragged behind a car in pain .All our animals need protection .Thee animals cannot help themselves . It is a tragedy to let these animals suffer at the hands of so called human beings please help
