Save the lives of school children by moving DST fallback from November to October.

Last year (2018), it was found that many school children were hit by cars while they were waiting for their school bus early morning. A cluster of these accidents happened during the last week of October and the first week of November. A few among these incidents that made news were the ones where the children died. Below are links to the articles showing those incidents.

It was noticed that it was too dark in the morning when the children were waiting at their bus stops. Sunrise in those areas was around 8:20 am and these accidents happened between 7am and 8am when it was either completely dark or twilight.

It is not safe for children to stand at bus stops in the dark, especially in rural areas where proper sidewalks are not available.

As a side note, keep in mind that the time for sunrise in, for example, New York during the last week of October would be around 7:20 am. But in Indiana, which is also Eastern Time zone, the sunrise would be after 8am since Indiana is closer to Central Time zone but follows Eastern Time.

Hence, kids in the western most states of their respective time zones are at risk of being victims.

Please move up DST end time back to October as it was before the Energy Policy Act of 2005 that went into effect in 2007.

If we can save even one child's life by making these changes (or I'd say reverting to pre-2007), this whole exercise would be worth it.
