Revised Medicare coverage for Disabled people earning under $30k per year

More then 59 million Americans receive Medicaid at no cost to them. Which is how it should be. Underpriveledged Americans in need should receive basic medical insurance for necessary services including dental. However, The U.S. provides Medicare to more then 40 million Americans who receive SSDI benifits for genuine Disabilities or SSA Retirement benifits for people over the age of 62. The U.S. Federal government expects all of these 40 million plus American citizens to not only pay $100 a month, but to suffer with medical insurance that is lacking even when compared to hospital charity care and Medicaid.<br />
The U.S. Congress should:<br />
<br />
A) For every Medicare / Social Security recipient having a net income (after rent, utilities, and food expenses) less then 350% the poverty level general Medicaid with HMO priveledges.<br />
<br />
B) For every Medicare / Social Security recipient having a net income more then 350% of the poverty level but less then 400% of the poverty level the opportunity to buy into Medicaid to fill the gaps in Medicare for no more then 1% of their current Medicare payment when combined with Medicare Part A and/or B, or 50% of their Medicare payment when not combined with Medicare.<br />
<br />
B) For every Medicare / Social Security recipient having a net income at least 400% of the poverty level but less then 500% of the poverty level the opportunity to buy into Medicaid to fill the gaps in Medicare for no more then 25% of their current Medicare payment when combined with Medicare Part A and/or B, or 100% of their Medicare payment when not combined with Medicare.<br />
