Child Support Age Limit

In Puerto Rico, the noncustodial parent pays child support until the son or daughter is of age 21 or finishes university (could be dragged forever). I understand and agree to pay support if the child finishes school in a reasonable time-frame. However, how is it fair to continue to pay support for a child that drops off school, doesn't work or have a plan to better themselves after they turn 18 years of age? Furthermore, the custodial parent doesn't places ultimatums and is firm on the child's obligation to better themselves but instead utilizes the support funds for personal gain and enjoyment. Puerto Rico child support age laws are unconstitutional, irrational and doesn't align to the child's best interest but instead to the custodial parent that gets the benefit of noncustodial hard work and sweat. Please join me on changing Puerto Rico's child support law to be fair and consistent.
